      *The purpose of this announcement is to fill a vacant position in this
      classification. *

      *5290 Transit Planner IV** *

      *Position Description: *

      This vacancy is with the Livable Streets Subdivision/Innovation, Analysis &
      Coordination Section.

      Under general supervision the Bicycle Sharing Program Manager performs work
      in transportation planning and manages San Francisco�s Bicycle Sharing

      Bike sharing is similar to car sharing and involves an organized system of
      short-term, collective bicycle rental for purposes of transportation in an
      urban environment. It�s a subscription-based service that employs
      radio-frequency identification smartcards and wireless, internet and GPS
      technologies to track bicycles and their users.

      San Francisco will partner with the Bay Area Air Quality Management District
      and several other agencies to deploy approximately 1,000 bicycles at up to
      100 kiosk stations along the Peninsula transportation corridor in locations
      of up to five cities including San Francisco.

      *Examples of Duties:*

      - Coordinates and/or supervises the work of a group of staff or peers on
      the Bicycle Sharing Project in various phases of planning.
      - Supervises the design and preparation of models, maps, charts,
      drawings, publications, signage, displays and other graphic materials to
      illustrate bicycle sharing plans and reports.
      - Analyzes and evaluates social, economic and physical data and prepares
      reports on the more complex and difficult planning issues; may prepare grant
      requests, analyze applications for new services or develop project
      - Prepares plans and projections of future bicycle sharing conditions and
      - Investigates and reviews federal and state legislation and regulations
      for potential impact on bicycle sharing plans and makes recommendations for
      the review process.
      - Prepares and manages Requests For Proposals, budgets, funding
      agreements, schedules and contracts for major bicycle sharing projects.
      - Represents the department in public meetings and
      governmental/regulatory agency hearings and peer working groups to relevant
      - Prepares and reviews draft legislation reports for the SFMTA Board of
      Directors and/or Board of Supervisors.
      - Applies and/or oversees computer-assisted analytical techniques to
      evaluate and/or forecast planning and operational data to assist in
      formulating transportation planning programs.
      - Prepares and reviews correspondence in response to public, Board of
      Directors or other agency inquiries.
      - Identifies optimal bicycle sharing service areas and station locations;
      manages required permitting and construction activities.
      - Manages project-level environmental review.
      - Manages the installation and maintenance of local bicycle sharing
      - Coordinates private sector sponsorship of the program.
      - Performs other duties as assigned.

      *Minimum Qualifications:*

      1. Possession of a Master's Degree from an accredited college or university
      in Planning, Civil Engineering, Public Administration or other closely
      related field; *AND **F*our (4) years of transportation planning experience,

      2. Possession of a baccalaureate degree from an accredited college or
      university preferably in transportation planning, urban studies, civil
      engineering or other closely related field; *AND *Six (6) years of
      transportation planning experience.

      *Substitution*: Additional post-graduate education may be substituted for
      required experience on a year-for-year basis (30 semester units/45 quarter
      units equal one (1) year of experience).

      *Desirable Qualifications:*

      � Two (2) years of project management experience.

      - Knowledge of: the principles, practices and techniques of various
      phases of transportation planning and environmental impact analysis;
      statistical and research methods; information presentation techniques.
      - Ability to: coordinate and supervise projects; analyze and solve
      problems; communicate clearly, in writing and through oral presentation;
      write technical reports; deal tactfully and effectively with the general
      public, governmental officials, professional and technical persons and other
      employees; and use basic computer applications.
