      FLSA Status: Salaried Exempt

      Position Summary: This position is responsible for originating,
      coordinating and implementing all aspects of the development of
      affordable housing projects. Ensures goals and objectives of projects
      are accomplished within prescribed time frames and funding parameters
      by performing specific duties personally or through development team
      members. Projects may include new constructions,
      acquisitions/rehabilitations, and joint ventures with other
      developers. Project managers are expected to manage a direct workload
      of up to 3 developments.

      Primary duties and responsibilities include but are not limited to the

       Researches new project opportunities in keeping with Satellite’s mission;
       Initiates location and evaluation of potential project sites and properties;
       Negotiates acquisition agreements;
       Organizes critical community support;
       Researches and secures sources of predevelopment, construction and
      permanent financing from public and private sources;
       Monitors project budgets from acquisition through completion,
      providing regular reports as required;
       Works with public agency staff to assure timely public review and
      approval including
      environmental and other entitlement reviews;
       Coordinates environmental review and local agency approvals;
       Identifies members of external and internal development team and
      negotiate contracts with contractors, engineers and architects;
       Oversees and monitors external development team members, including
      architects, engineers, contractors & consultants, and modifies
      schedules or plans as required;
       Prepares and monitors project budgets, cash flow projections and
      project schedules;
       Oversees design and construction management to ensure attention
      given to special-user needs, agency standards, project budget,
      timelines, and lender/investor requirements;
       Works with Department of Resident Services to prepare supportive
      service plans and
      identify sources of necessary funding;
       Works with Department of Property Management and community groups to
      affirmative marketing and smooth transition to occupancy;
       Manages interdepartmental planning and project handoff process to
      ensure successful transition to operations;
       Prepares written report materials, grants and financing
      applications, and makes
      presentations before public bodies and community groups;
       Represents Satellite at external events, tours and neighborhood and
      community meetings;
       Assists with formulating department and agency strategy;
       Other duties as assigned by management.

      Education and/or Experience

       Master’s Degree in planning, business or a related field preferred;
       Bachelor’s Degree in planning, business or related field required
      with three years of
      affordable housing project management experience or an equivalent combination of
      experience and education;
       Must have prior experience working with affordable housing funding
      and government
       Minimum 3 years of high level experience or background in housing,
      planning, business or real estate finance;
       Experience or background in all aspects of affordable housing
      project development from acquisition through construction completion
       Working knowledge and experience with local, state and federal
      housing financing
      programs; including HUD 202/811, Low Income Housing Tax Credits, and Tax Exempt
       Must be highly skilled in MS Office (Excel, Word, PowerPoint, and Outlook).

      Certifications or Licenses

       Broker’s license preferred.
       Valid CA Driver License -- driving is required (DMV check will be conducted).

       Must be able to handle daily responsibilities and projects with
      minimal direction.
      Supervisory Responsibility
       Does not directly supervise staff. However, may coordinate the
      activities of financial
      consultants, architects, contractors, and other housing professionals.

      Mathematical Skills

       Must be skilled in developing spreadsheets, calculating financial
      projections and
      interpreting complex graphs and charts. Must have mathematical skills
      at an intermediate level.

      Physical Demands

       Position requires simple grasping and fine manipulation, sitting at
      a desk and using a
      computer for extended periods of time, moderate use of telephone,
      standing, walking,
      bending and reaching;
       Requires occasional lifting or moving of objects up to 15 pounds. Reasonable

      Work Environment

      Normal office environment, business casual attire. Must be able to
