      Salary Range: $76,911.47 - $99,984.91/Annually

      The purpose of this classification is to provide the Authority with experienced,
      expert skills in the identification of potential project sites, the facilitation
      of real property acquisition, the creation of financial performance, and the
      construction and/or rehabilitation of affordable housing units. Work with real
      estate construction and financing professionals, elected city, county and state
      government officials, and the community stakeholders in pursuit of cost
      effective affordable housing that is responsive to community needs.


      Education: Master’s degree or any combination of experience and training that
      would likely provide the required knowledge and abilities for this
      classification. Such experience and training would be equivalent to a Master’s
      degree with major course work in urban planning, finance, business
      administration, public administration, or a related field. Experience used to
      satisfy the education requirement must be in addition to any other experience
      required for this position.

      Experience: A minimum of five (5) years of increasingly responsible professional
      experience in residential property development, acquisition, and/or
      rehabilitation or any combination of training and experience in architecture,
      planning, public or business administration or related field.

      License: Must have possession of, or ability to obtain, an appropriate, valid
      California driver's license within 30 days of employment.

      SUPERVISION RECEIVED AND/OR EXERCISED: Receives direct supervision from the Real
      Estate Services Department Director and may receive direction from higher level

      The following duties are normal for this position. The omission of specific
      statements of the duties does not exclude them from the classification if the
      work is similar, related, or a logical assignment for this classification. Other
      duties may be required and assigned.

      • Perform activities associated with the acquisition, development and/or
      rehabilitation of affordable housing units.

      • Establish visibility for the affordable housing programs within the real
      estate, land development, financial, and governmental communities in order to
      promote and develop affordable housing with services.

      • Identify, research, and analyze potential housing sites; assess market values
      and financial considerations to develop sites to low and moderate income
      housing; negotiate and prepare land purchase documents and sale agreements.

      • Identify land sites for the construction of housing units; negotiate, and
      prepare land purchase documents and sale agreements.

      • Coordinate the preparation of environmental reports for potential sites;
      review and analyze reports.

      • Develop financial plans and costs for potential housing units; prepare
      feasibility studies for acquisition and rehabilitation; recommend financing
      options and alternatives through the development of funding plan.

      • Prepare a variety of applications for project developments including rezoning
      applications, permits, and maps.

      • Develop a variety of documents on housing development operations and
      activities; submit documents to local jurisdictions for endorsement. Research
      and prepare grant proposals.

      • Develop and issue requests for proposal to consultants, analyze proposals;
      select appropriate contractor for services. Review and analyze contract, and
      negotiate contract terms for services to be rendered.

      • Coordinate the administration of construction contracts with appropriate
      agency staff. Conduct regular construction site inspections of development

      • Work with a variety of individuals and agencies including financial, real
      estate, and legal professionals, contractors, inspectors, and licensing and
      regulatory agencies. Develop partner relationships with other

      • Collect, compile, and analyze housing development programs information from
      various sources; prepare reports which present and interpret data; identify
      options and alternatives; make and justify recommendations.

      • Work with pertinent internal operations and a variety of consultants on
      project and environmental design considerations.

      • Assist in the resolution of conflicts between project consultants and
      contractors, tenants and the local community of the prospective and developing
      project sites.

      • Respond to question from the general public, agencies and local government on
      housing development programs and activities; review problems and recommend
      corrective actions.

      • Prioritize assigned work and assure that critical deadline dates are met.

      • Maintain close and continuing interaction with other Authority
      departments/units concerning issues of common concern.

      • Keep updated with current regulations, Federal, State, local laws, and codes.

      • Undertake special assignments for the Real Estate Services Department.

      • Provides assistance and serve as a back up to other employees of the
      department as needed.
      • Must be able to operate a computer. Must be proficient in Microsoft programs
      including but not limited to Excel, Outlook and Word. Must be able to learn
      other software programs required by the Agency and/or department.
      • Supervisory practices and principles, and organizational administration and

      • Must have a sound knowledge and ability in business correspondence and an

      operate, maneuver and/or control the actions of equipment, machinery, tools,
      and/or materials used in performing essential functions.

      Verbal Aptitude: Requires the ability to utilize a wide variety of reference,
      descriptive, and/or advisory data and information.

      Mathematical Aptitude: Requires the ability to perform addition, subtraction,
      multiplication, and division; the ability to calculate decimals and percentages;
      the ability to utilize principles of fractions; and the ability to interpret

      Functional Reasoning: Requires the ability to apply principles of influence
      systems, such as motivation, incentive, and leadership, and to exercise
      independent judgment to apply facts and principles for developing approaches and
      techniques to resolve problems. The ability to problem solve while under great
      pressure when in an emergency situation.

      Situational Reasoning: Requires the ability to exercise judgment, decisiveness
      and creativity in situations involving the evaluation of information against
      sensory, judgmental, or subjective criteria, as opposed to that which is clearly
      measurable or verifiable.


      Physical Ability: Tasks require the ability to exert light physical effort in
      sedentary to light work, but which may involve some lifting, carrying, pushing
      and/or pulling of objects and materials of light weight (5-10 pounds) to heavy
      weight (up to 50 pounds). Tasks may involve extended periods of time at a
      keyboard or work station. This position may also require climbing ladders and
      roofs and working up to 40’ high.

      Sensory Requirements: Some tasks require the ability to perceive and
      discriminate colors or shades of colors, sounds, and visual cues or signals.
      Some tasks require the ability to communicate orally.

      Environmental Factors: Tasks may require exposure to such environmental
      conditions as dirt, dust, pollen, odors, wetness, humidity, rain, fumes,
      temperature and noise extremes, machinery, vibrations, electric currents and
      traffic hazards while on construction sites.
