The California Housing Partnership Corporation (CHPC) is a statewide nonprofit consulting and housing policy organization whose mission is to assist nonprofit organizations and government agencies to create, preserve and manage affordable housing for low-income households. CHPC is seeking a Senior Program Manager or Program Manager for our Los Angeles office. Primary responsibilities include providing financial consulting to developers of LIHTC and tax-exempt bond financed developments, assisting entities to acquire federally and state-subsidized "at-risk" properties, and performing other finance and development-related technical assistance. While the primary duties will be consulting for nonprofit housing and local government clients, the position may also involve design and/or delivery of training programs for staff working in affordable housing development. The Senior Program Manager/Program Manager will work under the direction of the Southern California Program Director and the general supervision of the President and the Director of Financial Consulting.
Candidates should have at least four years experience in affordable multifamily housing development and financing for the Program Manager position and at least seven for the Senior Program Manager position, although a masters degree in a related field may substitute for one year's experience. Candidates must have a detailed knowledge of current multifamily financing techniques and resources, in-depth spreadsheet and financial proforma skills, and excellent public speaking and writing skills. It is essential that the candidate have extensive hands-on experience with the LIHTC program. Additional desirable qualifications include experience with tax-exempt bonds, real estate development, Section 8, other HUD programs and USDA Rural Development programs. Experience in delivery or design of training is also desirable.
CHPC is seeking a full-time employee to fill this position, but reduced schedules (minimum of 25 hours per week) will be considered. Compensation is competitive and will be based on the candidate's experience and directly related skills. The position offers medical, dental, retirement and other benefits. Candidate must be willing to travel and to attend evening meetings on occasion.
