      Position: Transit Planner - Fixed Route Accessibility Coordinator

      Salary: $17 - $25 per hour

      Position Type: Exempt

      Expected Start: Late July/Early August 2010

      Responsibilities/Duties: Reporting to the Manager of Accessible Services
      at the San Francisco Municipal Transportation Agency, this position is
      responsible for policy review to provide optimum accessibility for seniors
      and persons with disabilities to Muni’s fixed route transit operations.
      The job includes evaluating Muni’s fixed route accessible service and
      acting as SFMTA’s primary liaison to the senior and disabled communities.

      The Transit Planner - Fixed Route Accessibility Coordinator is also the
      primary liaison on Accessible Services to all SFMTA departments involved
      in the operations and planning of fixed route service.

      Tasks include:

      • Evaluating Muni bus and trolley coach routes and stops for accessible
      service and recommending modifications to provide or improve access;
      • Monitoring fixed route operations data, customer complaints, reviewing
      central control communication logs, and conducting periodic customer
      surveys to identify trends in accessible service and determine areas
      needing attention or changes;
      • Working closely with Accessibility Capital Projects Coordinator to
      provide an operating perspective on specifications for all new Muni
      vehicles, facilities and modifications.
      • Working with the Training department on developing and updating the
      training curriculum for Muni operators, station agents, and street
      supervisors regarding their responsibilities under the ADA;
      • Scheduling accessible services staff or disabled trainers to participate
      in the modules of operator training related to accessibility;
      • Evaluating impacts on accessibility from Service Planning proposals to
      relocate bus stops; and coordinating with SFMTA Customer Services the
      production of a monthly report on accessibility-related complaints.

      This position is responsible for providing accessible transit information
      both by telephone, email and in person to senior and disabled SFMTA
      customers and represent SFMTA at public outreach events regarding these
      services. At the request of social service agencies and others, the Fixed
      Route Accessibility Coordinator schedules and oversee demonstrations of
      vehicles and access equipment, as well as individual travel training
      sessions to persons with disabilities who may need familiarization with
      the use of specific access features.

      This position is responsible for coordinating community participation and
      facilitating the SFMTA - Muni Accessibility Advisory Committee, which is
      made up of senior and disabled user-experts, transit labor union staff,
      advocacy agency representatives and others passionate about transportation
      equity and inclusion issues. This committee meets at least once a month.
      There are also frequent field visits with the committee members to
      evaluate and provide input on new programs, equipment or facilities. This
      position also oversees the awards programs for exceptional SFMTA employees
      who are recognized for their performance in serving the senior and
      disabled public.

      Work hours are generally 8:30 a.m. to 5 p.m., Monday through Friday, in
      the SFMTA Accessible Services Office located at One South Van Ness Avenue,
      Seventh Floor, San Francisco, CA 94103. Hours may vary at times due to
      need for public outreach activities outside of normal working hours.

      Candidate Profile: The ideal candidate is a collaborative relationship
      builder who works closely and effectively with City and Agency staff,
      elected officials, contractors, transportation providers and seniors and
      persons with disabilities. The candidate has the ability to exercise
      responsibility and work with limited direction; gather, organize, and
      analyze statistical data; analyze problems, identify alternative
      solutions, project consequences of proposed actions and implement
      recommendations in support of goals; interpret and explain public transit
      policies and procedures; make independent decisions and has knowledge of
      pertinent Federal, State and local laws, codes and regulations.

      Skills/Knowledge/Abilities: The person in this position must be dependable
      and capable of communicating clearly at all times, orally and in writing,
      and in all situations particularly when interacting with diverse groups of
      people. Exceptional interpersonal skills and ability to work as part of a
      team are a must. Must possess proficient computer skills including a
      working fluency with MS Word, Excel, PowerPoint and Access. Knowledge of
      the Americans with Disabilities Act (ADA) Title II requirements and
      California State Accessibility requirements as they relate to transit
      services and facilities is important.

      Prior experience in the provision of transit services to seniors and
      persons with disabilities or experience working at a community agency
      addressing needs of seniors and persons with disabilities is desirable.
      Must have effective problem solving, negotiation, communication skills,
      and an understanding of the project development process, including policy
      development, operational planning, consumer input and policy board review
      and approval. Past experience or exposure to governmental affairs or
      governmental relations would also be helpful.

      Educational/Experience Requirements:

      1. Possession of a baccalaureate degree from an accredited college or
      university is mandatory;
      2. Two (2) years of transit planning and/or transportation planning
      experience; OR
      3. Possession of a Master’s Degree from an accredited college or
      university in City Planning, Transportation, Transportation Engineering,
      Public Administration, Economics, Government Affairs or other closely
      related field is preferred.

      Previous work with the disability community, preferably directly with the
      provision of public transportation is a plus. Experience working in a
      fast-paced work environment is also favorable.
