      The City of Palo Alto is recruiting for a highly qualified and innovative
      Transportation Manager (Chief Transportation Official) to direct the
      Transportation section of the Department of Planning and Community
      Environment. The City Council and community strives to fully integrate
      transportation objectives, with particular emphasis on bicycle, pedestrian
      and transit modes, with its planning efforts.

      This position will be responsible for managing and directing the operation
      of the section, including: developing policies, principles, procedures,
      and work processes and evaluating achievement of goals and objectives.

      The position will also be responsible for supervising technical and lead
      staff, prioritizing and assigning work, conducting performance
      evaluations, ensuring staff training, and making hiring and disciplinary
      recommendations. The position will oversee and/or perform complex
      transportation planning studies and projects, technical analysis and
      contract management duties, and will oversee staff responsible for the
      City's local shuttle program; school traffic safety and alternative
      transportation programs, including bicycle, pedestrian and transit
      planning; transportation demand management (TDM) programs; traffic signal
      operations; transportation analysis for development review; and various
      traffic and transportation studies, including traffic calming and
      residential permit parking programs. The position will prepare or oversee
      preparation of written and verbal reports to the City Council, Planning
      and Transportation Commission, other boards and commissions and external
      agencies as needed; coordinate grant writing and grant management; perform
      liaison functions with other local, sub-regional and regional agencies,
      community committees and groups on the behalf of the Transportation
      section, perform other duties as required.

      Duties include project and program management, budget oversight, and
      contract administration, including technical guidance to consultants and
      contractors and technical staff. The Transportation Manager is expected to
      exercise considerable independent judgment in directing staff, developing
      policies, and evaluating projects. The position also requires a thorough
      knowledge of rules, regulations, codes and issues involved in
      transportation planning, as well as familiarity with emerging
      transportation concepts, particularly related to non-vehicular travel
      modes.

      The Minimum Qualifications to be considered for this position include
      sufficient education, training and/or work experience to demonstrate
      possession of the skills and abilities, which would be typically acquired
      through:

      - A Bachelor's Degree in Transportation Planning, Transportation
      Engineering, Public Administration, Urban Planning or other closely
      related subject from an accredited University and five years of
      progressively responsible professional planning or administrative
      experience primarily in transportation planning activities, including at
      least two years in a project lead/manager capacity.
      - A Master's Degree or a registered Professional Engineer (PE)
      certification is desirable.

      The Ideal Candidate will have:

      - Ability to develop and implement long-range traffic, transportation and
      parking projects;
      - Familiarity with emerging transportation concepts, particularly related
      to non-vehicular travel modes;
      - Understanding of land use and transportation relationships;
      - Excellent oral and written communication skills;
      - Ability to deal effectively with the public and co-workers and to
      motivate staff;
      - Ability to develop creative and practical solutions to complex problems;
      - Ability to make sound decisions;
      - Knowledge of relevant governmental procedures and practices.
