      I have been approached by a member of a neighborhood association in SF,

      Christophe Niglio, with a request for assistance. The association would
      like to hire someone to review and critique an Environmental Impact Study
      that was performed by a traffic planning firm, regarding a proposed
      development in the association's geographical area.

      The neighborhood association has limited financial means, but is able to
      hire a student, on a consulting basis, to perform the review of the Env.
      Impact Study.
