      System Operations

      VACANCIES: One

      HOURLY RATE: Grade IX of the Salary Plan: $97,564– $124,890.

      DESCRIPTION:

      Under the general supervision of the Section Director, act as project
      staff lead for MTC activities related to the operation of Bay Area
      freeways and arterials. The incumbent will be responsible for (a) freeway
      corridor traffic operational studies, (b) coordination of freeway
      improvements with the proposed regional High Occupancy Toll lane network,
      (c) providing technical support for system performance monitoring, and (d)
      management of the Regional Arterial Signal Program.

      The primary goal of this unit is to develop accurate documentation of
      existing traffic congestion problems at the corridor level, conceptual
      strategies for efficient management of each corridor, and creation of
      prioritized lists of short-term and long-term candidate projects to
      maximize performance and safety of each corridor. The work involved will
      be partially technical in nature, but will also require substantial
      coordination and collaboration with Caltrans, the congestion management
      agencies, city and county traffic staff, and other sections within MTC. It
      is expected that most of the technical studies will be performed by
      consultants, under contract with MTC or with other agencies.

      MINIMUM QUALIFICATIONS:

      Education: Completion of a bachelor's degree from an accredited college
      or university, as listed in the Higher Education Directory, in an
      appropriate discipline such as urban planning, transportation planning or
      engineering, public administration, or information systems. Graduate
      degree is preferred. (Applicants with a degree issued from an institution
      outside the United States must have their transcripts evaluated by an
      academic accrediting service and provide proof of equivalency along with
      the application.)

      Experience: Minimum of three years of recent (must be within the last
      five years), progressive and verifiable professional experience in a field
      related to the position with a master’s degree. Alternatively, four years
      of relevant experience with a bachelor’s degree; or an equivalent
      combination of education and experience.

      Knowledge of: Regional transportation planning policies and practices;
      fundamentals of freeway traffic operations; data acquisition and analysis;
      procurement and contract management; principles of transportation
      funding, and programming; and techniques to facilitate inter-agency
      coordination.

      Ability to: Review, analyze and interpret data to develop useful
      conclusions and recommendations; evaluate quality of data and
      appropriateness of recommendations generated by others; prioritize and
      undertake multiple tasks; develop work scopes, procure consultants and
      manage projects and contracts; communicate effectively, both orally and in
      writing, and effectively work in a team environment to reach consensus;
      develop and implement project budgets.

      DESIRED QUALIFICATIONS:

      Experience: Knowledge of and experience with one or more of the
      following:
      • Freeway corridor studies and congestion mitigation strategies
      • Arterial system management strategies
      • Intelligent transportation systems
      • Transportation system performance monitoring
      • Project and contract management
      • Transportation financing and programming

      TYPICAL ASSIGNMENTS:

      Under the supervision and direction of the Section Director, the Senior
      Planner/Analyst will:

      1. Coordinate freeway corridor studies as part of MTC’s Freeway
      Performance Initiative (FPI). Work with Caltrans and congestion management
      agencies to perform studies and develop projects to improve the
      reliability and safety of the Bay Area freeway system. Guide and monitor
      the work of the on-call FPI technical support consultants. Provide
      appropriate level of direction and review of delivered products. Ensure
      compliance with project schedules.
      2. Coordinate freeway congestion relief recommendations developed
      under the FPI with the proposed Regional High Occupancy Toll Lane network.
      This will involve significant coordination with MTC’s Planning and Bridge
      Oversight & Operations sections.
      3. Manage the regional arterial signal program to improve efficiency
      and coordination between regionally significant arterials and the state
      highway system. Act as staff lead for the Arterial Operations Committee.
      Manage consultant contracts that provide technical traffic signal support
      to local agencies
      4. Support annual update of the MTC State of System report. Work
      with Caltrans and MTC Planning section to review and analyze traffic and
      congestion data.
      5. Monitor contractor invoices to ensure accuracy and conformance to
      contracts. Administer and monitor approved budget; identify and recommend
      adjustments as necessary.
      6. Provide lead direction and work assignments to staff; instruct
      staff on work procedures; supervise, review and evaluate work performed.
      Coordinate selection, orientation and training of assigned staff.
      7. Make formal presentations to MTC management and to the
      Commission’s Operations Committee.

      1) Describe your experience dealing with traffic congestion problems,
      either from a project perspective or at the regional planning level;

      2) Cite your background in data analysis and your experience with
      developing and implementing performance-based metrics, and summarizing and
      presenting results to both technical and non-technical audiences, and

      3) Describe your experience in procuring, contracting and managing
      consultants, citing specific examples of how you ensured that the
      consultants delivered products that matched the project goals.

      EMPLOYEE SELECTION PROCESS:

      This Job Announcement sets a cut-off date and time for the receipt of

      INTRODUCTORY PERIOD:

      The initial six months of service in this position constitute a probation
      period. The purpose of probation is to assist the employee in adapting to
      the new job, to evaluate the employee’s performance relative to
      continuation in the position, and to provide for corrective measures when
      performance is deficient.

      SALARY SCHEDULE:

      MTC staff employees are paid on the basis of an adopted salary schedule.
      The cited grade for this position consists of a total of eleven steps with
      intervals of approximately 2?% available for merit progression.

      an additional day per year is granted to a maximum of 25 days per year.

      QUALIFICATION FOR EMPLOYMENT IN THE UNITED STATES:
