      City managers in post-Apartheid South Africa are ambivalent about how to
      manage urban informality. On the one hand, they recognize that informal
      processes offer hope of transforming South African cities and making them
      more welcoming to disadvantaged urban residents. But city authorities are
      equally concerned about losing control over space and their inability to
      collect revenue in the face of informality. Melinda Silverman, an IURD
      Visiting Scholar, is a practicing urban designer and urban strategist,
      involved in policy and research directed at transforming South Africa's
      post-apartheid cities. Her work focuses on land use management, urban
      regeneration, low income housing and sustainability issues.
