      The City of Sunnyvale invites applications for Administrative Analyst to
      serve as the City�s environmental sustainability coordinator to plan,
      coordinate, evaluate and track city-wide environmental sustainability
      activities. The focus of this position will be to: coordinate and track
      energy use/reduction and greenhouse gas emissions reduction; review and
      develop policy; research and implement best practices; represent the
      City on regional task forces; respond to inquiries from the public about
      the City�s environmental efforts ; educate staff and community members
      toward changing behaviors regarding energy conservation; seek new
      funding; keep abreast of relevant legislative issues and act as an
      advocate for the City. The position is located in the Office of the City
      Manager and reports to the Assistant to the City Manager.


      * Tracks, coordinates and promotes climate change and environmental
      sustainability activities among City departments.
      * Researches best practices in areas related to environmental
      sustainability; supports the financial analysis required to evaluate the
      cost effectiveness of best practice approaches.
      * Conducts audits to determine key metrics and the City�s progress in
      conserving energy and reducing greenhouse gas emissions.
      * Reviews and assists in developing internal policies.
      * Serves as the central answer point for inquiries from the public; acts
      as a liaison with community groups.
      * Conducts community outreach and events; works collaboratively with
      community members on issues related to environmental sustainability.
      * Monitors assigned program budgets and expenditures to ensure
      compliance with operating budget and conditions of grants and grant
      disbursement processes.
      * Researches and obtains alternative funding sources, including but not
      limited to grants, rebate programs, or other savings programs to cost
      effectively attain the City�s sustainability goals.
      * May represent the City on issues regarding climate change and
      environmental sustainability; prepares a variety of professional
      reports, documentation and correspondence; keeps City current on
      Federal, State and local legislation affecting programs and projects.
      * May provide lead work direction as assigned.


      Education & Experience: Any combination of education and experience
      equivalent to a Master�s degree from an accredited college or university
      in Public or Business Administration, Environmental Science, Social
      Science, Public Policy, Urban Planning, or a closely related field. Or a
      Bachelor�s degree in the above mentioned areas and one year of
      experience working with environmental sustainability activities such as:
      green house gas emissions reduction, community outreach and education,
      waste reduction, recycling, green building or other related areas.

      Knowledge and Abilities
      Knowledge of:

      * Principles, practices and techniques of public administration, project
      management, program development.
      * Basic budget, grant and contract preparation, administration and
      * Modern office procedures, methods and equipment including complex
      spreadsheet construction and maintenance.
      * Issues related to Federal, State and local environmental laws and
      * Environmental and climate change issues affecting communities and
      local government.
      * Methods of report preparation and presentation.

      Ability to:

      * Develop, plan and coordinate multiple programs; work cooperatively
      with City partner agencies, staff, elected officials and the community
      to achieve program goals.
      * Analyze complex administrative, operational and fiscal issues and
      evaluate alternatives to reach sound conclusions.
      * Collect, evaluate and interpret narrative, statistical, and financial
      data and translate results into coherent, well-written reports.
      * Work effectively in demanding and/or time sensitive situations.
      * Independently determine approaches to projects and priorities; take
      initiative and independently plan, organize, coordinate, and perform
      work in various situations where numerous and diverse demands are involved.
      * Establish and maintain effective working relationships; act in a
      courteous and diplomatic manner with members of the public.
      * Communicate effectively, orally and in writing.
      * Interpret, apply and explain policies and procedures.
      * Create and maintain various data collection, record keeping, tracking
      and reporting systems.

      Possession and continued maintenance of a valid class C California
      Driver�s license and a safe driving record, or the ability to provide
      alternate transportation which is approved by the appointing authority.

      Applications will be competitively screened based on the minimum
      qualifications of this position. Based upon a review of the application
      materials, the most qualified candidates may be invited to participate
      in the examination process, which will consist of a written examination
      tentatively scheduled for Wednesday, September 17th at 9:00 am. The
      final selection interview is tentatively scheduled for the week of
      September 22, 2008. (Note: The examination process may be changed as
      deemed necessary by the Director of Human Resources).

      Those candidates that receive a passing score on the examination will be
      placed on an eligibility list for up to one year, in accordance with the
      City�s Civil Service Rules and Administrative Policies.

      Any candidate that is selected by the hiring department will be required
      to successfully complete a pre-employment process, which may consist of
      a background history check, as well as medical exam(s) administered by a
      City-selected physician(s) before hire. Prior to starting work, all
      newly-hired employees will be fingerprinted to check conviction history.
      A conviction history will not necessarily disqualify an applicant from
      appointment; however, failure to disclose conviction history will result
      in refusal of employment or termination. Positions which are covered by
      the Department of Transportation regulations are required to submit to a
      pre-employment drug test and to random drug and alcohol testing.
