      The Work

      The City of Portland, Oregon is seeking applications for City Planner I -
      Urban Design Specialty. City Planners I - Urban Design are responsible
      for performing moderately difficult and responsible professional planning
      and urban design assignments. Duties include applying sound urban
      planning and design skills to realize city and regional planning
      objectives, coordinating projects; investigating, analyzing, and
      developing reports and recommendations. Additional duties may include
      representing the City in public hearings; participating in and supporting
      several urban design projects and/or conducting multiple case reviews, and
      interacting with individuals and groups representing diverse interests,
      including: owners, developers, builders, design professionals, community
      representatives, affected neighbors, and other interested parties.

      In the Bureau of Development Services, the position works as part of the
      Design Review Team to implement design goals and guidelines in a flexible
      but consistent manner. The team reviews proposals for development subject
      to Design Review and/or adjustments to development standards. The position
      is assigned cases for review and the team meets regularly to discuss
      specific projects. The process involves applying discretionary regulations
      to issues pertaining to site, building and architectural design. The
      position may work with policy planners on other projects such as new area
      plans or the development of new regulations.

      In the Bureau of Planning, the position will assist more senior planners
      and urban designers in their work, utilizing Adobe CS3, Sketchup, and hand
      drawing skills to produce visual materials including graphics, maps,
      illustrations, and documents expressing urban design concepts and issues
      at several scales - street level, neighborhood, district and citywide. The
      position will conduct planning and urban design research, review and
      analysis, may draft new or revised design guidelines, and will assist with
      work plan development for projects. Incumbents are expected to carry out
      their individual responsibilities with initiative, independence and
      confidentiality, while exercising sound problem-solving skills and
      professional judgment.

      Qualifications of the Position

      Qualified candidates must have knowledge of theory, principles, and
      practices of urban design, urban planning, policy development, and design
      review practices. Knowledge of issues related to design review and
      planning, including architectural design, styles, historic preservation,
      and design of the public realm. This includes the ability to present ideas
      and requirements clearly and persuasively, orally, visually/graphically,
      and in writing. Candidates must also interpret and develop maps, plans,
      graphs and diagrams, using computers, software and applications pertaining
      to the work including perform research and analysis, identify applicable
      regulations/policies, evaluate alternatives, and recommend effective
      courses of action. Further qualifications are outlined in the position

      City Planners must have excellent interpersonal skills and a professional
      ability to communicate clearly and effectively. They must be able to
      solve problems and see possible options and alternative designs, as well
      as understand and interpret the basics. The customers we serve range from
      the do-it-yourself homeowner to the most sophisticated development
      professionals.

      Salary & Benefits

      The current salary range for a City Planner I - Urban Design is $ 4,316 -
      $4,982 per month. Overtime may be available and is paid at one and
      one-half times the regular salary, or may be accrued as compensatory time
      off.
      The City offers an excellent benefit package that includes an insurance
      plan with coverage for medical, dental, vision, life and long-term
      disability; generous vacation and sick leave accrual benefits; several
      paid holidays plus three personal holidays each year; City-paid retirement
      contributions; and an employee-paid Deferred Compensation Plan.
      Employees have the opportunity to take advantage of many City-sponsored
      health and wellness activities. Programs include a confidential employee
      assistance program through an outside provider. The City has two on-site
      fitness centers at no-cost to employees which feature strength and aerobic
      equipment and convenient lockers and showers.
      City employees are eligible to receive a financial incentive if they bus,
      bike, carpool or walk to work 80 percent of the time. Also, the CityKids
      Child Development Center, which is open to the children of City employees,
      is located in the Portland Building. This classification is represented by
      the City of Portland Professional Employees Association (COPPEA).
