      5288 Transit Planner II

      The San Francisco Municipal Transportation Agency (SFMTA) is seeking a
      Transit Planner II to provide a variety of professional work for the
      City?s public transit and paratransit programs. This position is part of a
      small collaborative staff, which oversees the provision of accessible
      transit services to seniors and persons with disabilities. This department
      interfaces regularly with all aspects of the fixed route Muni service
      including, operations, maintenance, capital projects, planning, finance
      and manages a $20 million paratransit contract which serves 15,000 persons
      providing approximately 1.2 million trips per year.

      JOB DESCRIPTION:

      Employees within this class are distinguished by the performance of the
      full range of duties as assigned including independent analysis and
      development of transportation programs and services. Duties include but
      are not limited to:

      ? Participate in the planning, operations and activities of Muni?s
      paratransit and accessible fixed route program.
      ? Monitor paratransit broker contract, including reviewing compliance with
      contract deliverables.
      ? Manage program assets and oversee compliance with maintenance
      requirements
      ? Contribute to the preparation of grant applications.
      ? Staff consumer advisory committee and act as liaison to other public
      agencies and the public, particularly the senior and disabled communities.
      ? Monitor on-going service delivery and meet with contractor(s) to
      identify and resolve operating issues.
      ? Under direction, prepare reports and long range strategic plans, and
      develop and evaluate new paratanist service proposals and policies to
      better meet community needs or increase system productivity.
      ? Analyze demographic and social trends in preparation for long term
      planning.
      ? Keep abreast of disability access regulatory environment including the
      Americans with Disabilities Act and Section 24
      ? The Transit Planner II receives general direction from the Accessible
      Services Program Paratransit Coordinator.

      The Transit Planner II also performs related duties as required. The
      annual salary range (effective July 1, 2007) is: $65,364.00 to $79,456.

      THE IDEAL CANDIDATE:
      The candidate is a collaborative relationship builder who works closely
      and effectively with City and Agency staff, elected officials,
      contractors, transportation providers and seniors and persons with
      disabilities. The candidate has the ability to exercise responsibility and
      work with limited direction; assist in administering contractual
      agreements related to public transit systems; analyze and develop
      comprehensive transit programs; gather, organize, and analyze statistical
      data; analyze problems, identify alternative solutions, project
      consequences of proposed actions and implement recommendations in support
      of goals; interpret and explain public transit policies and procedures;
      make independent decisions and has knowledge of pertinent Federal, State
      and local laws, codes and regulations.

      MINIMUM QUALIFICATIONS:
      1. Possession of a baccalaureate degree from an accredited college or
      university; AND two (2) years of transit planning and/or transportation
      planning experience; OR
      2. Possession of a Master?s Degree from an accredited college or
      university in Planning, Transportation, Transportation Engineering, Public
      Administration or other closely related field.

      Substitution:
      1. Additional transit planning and/or transportation planning experience
      beyond the Minimum Qualifications may be substituted for the educational
      requirement on a year-for year basis.
      2. Additional post-graduate education as described in item 2 of the
      Minimum Qualifications may be substituted for required experience in item
      2 on a year-for-year basis (30 semester units/45 quarter units equal one
      (1) year of experience).
