CITY OF CHEHALIS POSITION DESCRIPTION
Class Title: Planner
Working Title: Comprehensive Planner
Department: Community Development

NATURE OF POSITION
This position performs complex and sensitive planning and community development duties using established policies, guidelines and procedures, and the highest moral and ethical standards. Requires a broad knowledge of planning principals, and the ability to understand, define and express a variety of projects and programs to elected officials and the public.
This position works under the supervision of the Community Development Director.
This position may supervise the work product of consultants or others related to specific tasks, however this position does not generally supervise any subordinate positions.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Conduct research, perform analysis and integrate completed work products into composite reports or proposals in both narrative and graphic forms.
Present reports, proposals and recommendations to the City Council, Planning Commission, Hearing Examiner, Historic Commission, local, state or federal agencies and the Management Team. Present reports and proposals to community, neighborhood or special interest groups.
Conduct annual review of the Community Rating System Program and perform tasks required to recertify eligibility of the city. Identify Program areas where additional rating points are reasonably attainable and initiate programs or processes to acquire those points.
Conduct annual review of the Comprehensive Plan and perform tasks required to present citizen or staff amendment petitions for consideration.
Identify logical neighborhoods or geographic sub-areas within the city and create proposed sub-area plans consistent with the comprehensive plan and the desires of the population of the sub-area.
Identify and coordinate technical and policy issues between the city’s comprehensive plan and outside agencies. Identify and recommend resolution of inconsistencies within or between adopted plans, policies, or related documents and the comprehensive plan.
Develop complex long-range policies and programs for presentation to elected officials.
Identify and respond to sensitive community and organizational issues, concerns and needs.
Review land use applications for consistency with adopted regulations.
Receive and appropriately respond to inquiries on the telephone, e-mail, fax, in writing or in person.
Communicate complex ideas proficiently both orally and in writing in the English language.
Accurately read, interpret and apply adopted rules, regulations, policies and procedures to land use applications.
Accurately read and interpret maps and blueprints normally associated with land-use planning.
Analyze proposed land use activities and clearly communicate the appropriate development guidelines and application requirements.
Organize and perform multiple tasks and responsibilities within assigned deadlines.
Establish and maintain cooperative and effective working relationships with others.
Maintain confidentiality as required.
OTHER JOB FUNCTIONS
Responds to staff and citizen inquiries relating to planning, zoning, annexation, growth management and related land use and comprehensive planning issues.
Facilitate community and public involvement in meetings to gather information, generate public participation in planning proposals, facilitate public processes involving other departments, offices and commissions.
Analyze, interpret and prepare reports and recommendations relating to significant court decisions, referendums and initiatives that affect city planning.
Attends county or agency meetings relating to strategic, regional or comprehensive planning issues.
Prepare an analysis and recommendations relating to SEPA checklist or EIS filed with the department.
Represent the city while attending work-related meetings, conferences or training.
Investigate potential violations of city land-use regulations on request. Prepare documents and reports appropriate for potential judicial review.
Perceive when non-routine activities are required and advise the director of alternatives. Makes efforts to modify workload to assist with critical or emergency situations, assignments or projects as needed.
Perform other related duties and responsibilities as required.

Computer, calculator, measuring devices, writing instruments, printer, fax machine, and other devices normally required to perform the essential duties and responsibilities.

REQUIRED MINIMUM QUALIFICATIONS
Education and Experience:
Bachelors degree in urban planning, political science, or related field, and a minimum of five years work experience with complex planning programs in a government planning office, or;
Combination of education, training, and practical experience which provides an equivalent background required to perform the essential duties of the position.
Able to demonstrate working knowledge of the requirements of the Growth Management Act, Shoreline Management Act, and State Environmental Policy Act.
General knowledge of all state and federal regulations that affect the ability of the city to generate comprehensive plans and development regulations.
Ability to meet physical demands of job and perform essential job functions.
Working knowledge and use of basic Microsoft Office software including Word and Excel.
Possession of a valid Washington State driver’s license with a good driving record. (Finalists for this position will be required to provide a Driving Record Abstract for review by the City Of Chehalis).
Masters degree in urban planning or related field.
Previous experience with both private sector and government planning.
Previous experience in public speaking and making presentations to groups.
American Institute of Certified Planners (AICP) credentials
Ability to operate a GIS program.
