      Position:  The Planning Department may fill multiple vacant positions in the City Wide Division.

      Appointment Type:  Provisional Appointments will be required to participate and succeed in a Civil Service exam for this class to be considered for permanent appointment.

      Position Description:  

      Under general direction, the Planner III performs complex and responsible planning work in land use, zoning, urban design, economic development, housing development, environmental planning, open space and recreation planning, code enforcement, historic preservation, real estate and other related planning fields. The Planner may work on ongoing projects, as well as new planning work undertaken by the Division. As this work may require some special skills, the Department is seeking planners whose skills complement those of the other members of the Citywide team.

      The Department is seeking candidates who, in addition to having proven abilities within the general field of urban planning, possess any of the following special qualifications:
      •        Expertise in policy planning, including the ability to contribute to and prepare General Plan elements, community plans, and zoning codes.  The Department seeks candidates with strong knowledge of the principles, practices, purposes, scope and techniques of various phases of city planning; federal, State and local laws and regulations as they relate to city planning.
      •        Analytical skills related to geographic and data analysis.  Specifically, the Department seeks candidates with the ability to utilize and work with land use, economic, geographic and census data. Experience in working with complex data sets, performing complicated analyses, and synthesizing results to address planning issues is desired. Candidates should have GIS and database development and management experience.
      •        Expertise in urban design, as it relates to city design and placemaking, street and public realm design and planning, three-dimensional analysis, and land use planning. Highly developed verbal, written, and graphic communication and presentation skills, and strong ability to think and communicate spatially. Ability to work effectively with governmental agencies, community groups, residents, and elected officials. Excellent design, communication, and organizational skills.


      Example of Duties:

      1.        Handles General Plan updates and the preparation of community plans, consistency reviews, housing analyses and reports, economic analyses and reports, transportation policy services, urban design policy services, land-use planning and policy services, and citywide open space and preservation issues.
      2.        Interprets and explains legal, technical, and procedural aspects of planning work for individuals and community groups.
      3.        Supervises or assists in the supervision of a planning group engaged in professional city planning work and may act as project manager if needed.
      4.        Participates or lead in community workshops and public presentations.
      5.        Work collegially with team members, motivate and complete projects within a tight schedule.

      Minimum Qualifications:

      1.        Possession of a Baccalaureate degree from an accredited four-year college or university and four (4) years in an urban, city, and/or regional planning environment; OR

      2.        Possession of a Master's Degree in City, Regional, or Urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies, or Environmental Studies and two (2) years of experience in an urban, city, and/or regional planning environment.  

      Desirable Qualifications:

      •        Knowledge of principles, practices, purposes, scope and techniques of various phases of city planning; federal, State and local laws and regulations as they relate to city planning
      •        Knowledge of the methods and sources of data relating to city and metropolitan form and growth
      •        Knowledge of land use planning, urban design, street design, open space design, architectural design principles, site and master planning, and transit-oriented design
      •        Ability to: coordinate, monitor, and manage projects and the activities of groups of subordinate employees
      •        Ability to communicate with staff and representatives of business and public interest groups, organizations, individuals, and public officials in clarifying and interpreting planning policy and regulations
      •        Expertise in one of the three special qualifications, policy planning, data analysis and urban design, noted above.

        planning and development concepts;
        * Reviewing and/or coordinating the environmental review processes;
        * Supervising and reviewing the work of subordinates engaged in
        planning work;
        * Preparing clearly written, concise staff reports and documents
        that are understandable to the general public;
        * Coordinating with other city and governmental agencies on
        planning matters;
        * Reviewing and evaluating various building and land use permit
        applications;
        * Representing the department to representatives of government,
        community groups, developers, business organizations and the general
        public;
        * Developing, managing and coordinating public outreach processes
        for department policies, plans or initiatives;
        * Interpreting and explaining legal, technical and procedural
        aspects of planning work.

        Minimum Qualifications

        college or university AND four (4) years (8,000 hours) of verifiable
        full-time-equivalent experience in an urban, city, and/or regional
        and/or other related planning environment;
        OR
        Possession of a master’s degree from an accredited college or
        university in City, Regional or Urban Planning, or a closely related
        field such as Architecture, Landscape Architecture, Geography, Urban
        Studies or Environmental Studies AND two (2) years (4,000 hours) of
        verifiable full-time-equivalent experience in an urban, city, and/or
        regional and/or other related planning environment.
