      for several Planning and Urban Design positions

      The Bureau of Planning and the Bureau of Development Services in Portland,
      Oregon are currently seeking to fill several City Planner positions.
      Recruitments have been initiated for City Planner II - Urban Design and

      The Bureau of Planning

      City bureaus and with spearheading certain catalytic projects and programs.

      The Bureau of Development Services
      BDS is an integral part of development in Portland, as bureau staff works
      with developers, builders, and home owners to guide them through the
      development process. The bureau manages programs that ensure that
      construction and land use codes are followed, and is instrumental in
      enhancing Portland's quality of life. To this end, planning staff reviews
      development plans and issues permits, and inspectors perform field visits to
      ensure compliance. To be the best development services agency in the

      Senior City Planner

      Senior City Planners are responsible for designing and managing all
      aspects of specialized planning projects and programs, including serving as
      team lead, project manager, or bureau expert when assigning, directing,
      reviewing, supervising and monitoring and integrating the work of a staff
      and consultants, staff and other specialists both inside and outside of the
      bureau. Duties include utilizing a thorough understanding of land use
      planning, physical and environmental design, zoning, economic development,
      and real estate development theory and practices to identify and solve
      problems and create effective long and short-term planning solutions.
      Additional duties include interpreting and analyzing codes and policies;
      maintaining effective contacts and relationships with elected and appointed
      officials, other bureaus and agencies, citizens, community organizations,
      and business communities and serving as lead in complex and politically
      sensitive planning studies, projects and assignments. Senior City Planners
      may participate on multi-bureau and multi-jurisdictional groups and may be
      authorized to make final decisions and/or recommendations on behalf of their
      bureau and are expected to exercise expert independent judgment, initiative
      and decision-making authority to develop timely solutions to complex
      problems. The Bureau of Planning currently has one planned vacancy and is
      anticipating the creation of one or more positions in the next month or two,
      which will be filled through this recruitment. Additional future vacancies
      in the Bureau of Development services and the Bureau of Planning may be
      filled through this recruitment.

      Current and planned openings in the Bureau of Planning
      In January, 2007 the Bureau of Planning will have funding for a
      Senior Planner to lead the Citywide Strategic Plan. The Senior Planner will
      be the lead staff on this project, managing a small team within Planning as
      well as an interbureau work group representing other bureaus. The Citywide
      Strategic Plan will identify major initiatives for the next 5-10 years, with
      a focus on those city actions which will implement visionPDX, the Community
      Vision (scheduled to be adopted in April 2007.) Preparation of the plan is
      expected to take about 18 months and will be followed by implementation and
      assessment activities.

      The Bureau of Planning anticipates receiving funding for one or more
      projects that will require hiring Senior Planners to plan, manage and
      execute staff work related to the development of specific area plans. Senior
      Planners serves as project managers for all aspects of a project.
      Responsibilities include: work plan, schedule, and budget development;
      project and contract management research and analysis, plan development,
      public involvement, alternatives development and analysis, code and policy
      development, and formal review and approval processes. Senior Planners must
      be able to identify and analyze alternatives and recommendations that
      address a full range of relevant issues including land use, environmental
      quality, transportation, economic development, and sustainability,
      developing solutions to complex planning issues that have multiple and
      interrelating zoning, policy, and implementation components. Senior
      Planners are responsible for ensuring clear communications to a variety of
      audiences, managing public understanding of issues and process, and
      representing the City in decisions throughout the process.

      In the Bureau of Development Services
      Senior City Planners in the Land Use Services Division of the Bureau
      of Development Services manage the review of highly complex and/or
      controversial development proposals for compliance with City code. This
      work involves managing the City's development review process as it applies
      to a specific project, through coordination with private sector
      professionals, citizens, other regulatory agencies and City staff, and can
      include writing legally defensible findings of fact and public hearings.
      Senior City Planners are given lead responsibility on special projects or
      coordination efforts for various customer service programs, and work with
      the Supervising Planner to identify and initiate process improvements.
      Senior City Planners also represent the Land Use Services Division with the
      Bureau of Planning in coordination efforts related to regulatory improvement
      and changes to the Zoning Code.

      Senior City Planners in the Compliance Services Section of the
      Bureau of Development Services work closely with an interdisciplinary group
      of City staff and property owners to process and bring resolution to complex
      and/or controversial violation cases. The persons in this position are
      responsible for communicating compliance-related information to elected
      officials, City staff and bureaus and the general public. Senior City
      Planners are responsible for the evaluation and assessment of penalties
      against non-compliant property owners and businesses and, when necessary,
      take violation cases through a quasi-judicial procedure to seek resolution.
      The position also takes a lead role in developing procedures and processes
      within the Compliance Services Section.

      City Planners II with an Urban Design specialty are responsible for
      assessing and reviewing complex and specialized planning assignments
      projects and development proposals related to urban design functions,
      aesthetics utilizing best practices and planning principles. Duties include
      coordinating multiple complex projects from inception to completion;
      applying sound urban planning and design skills to effectively translate
      city and regional planning objectives into reality and investigating,
      analyzing, and developing reports and recommendations relating to planning
      issues. Additional duties include performing a range of planning tasks,
      including representing the City in public hearings Planning, Design, and
      Historic Landmarks Commissions and City Council; managing multiple planning
      responsibilities including participating or leading several urban design
      projects and/or conducting multiple complex design reviews of proposed
      development with a minimum of supervision. City Planners II -UD work under
      the direction of a section or team leader who reviews their work for
      timeliness, quality, and conformance with established policies, procedures,
      or approval criteria. City Planner IIs with an Urban Design specialty are
      expected to carry their individual responsibilities with initiative,
      independence and confidentiality, while exercising sound problem-solving
      skills and professional judgment when interacting with individuals and
      groups representing diverse interests, such as property owners, developers,
      builders, designers, architects, landscape architects, neighborhood
      representatives, neighbors, and other interested parties. There is
      currently a vacancy in the Bureau of Development Services. Additional future
      vacancies may be filled through this recruitment in both the Bureaus of
      Planning and Development Services.

      Current opening in the Bureau of Bureau of Development Services
      There is a current vacancy is located in the Bureau of Development
      Services Land Use Review Section, as a member of the Urban Design/Design
      Review Team. This team consists of planners and architects who review
      proposals for development subject to Design Review, Historic Design Review,
      and/or adjustments to development standards in respective chapters of the
      Portland Zoning Code. The Urban Design/Design Review Team strives towards
      implementing the design goals and guidelines of the City in a flexible but
      consistent manner. To achieve this, the team meets regularly to discuss
      specific projects under review. Additionally, a City Planner, Urban Design
      may work with the City's policy planners on projects outside of the
      regulatory realm that contribute to the furthering of the City's urban
      design goals, such as the creation of new area plans or the development of
      new regulation. In the course of processing reviews, a planner interacts
      with individuals and groups representing diverse interests, including:
      owners, developers, builders, designers, architects, landscape architects,
      neighborhood representatives affected neighbors, and other interested
      parties. Much of the process involves applying discretionary regulations to
      issues pertaining to site, building and architectural design. Therefore,
      knowledge of architecture, design, construction, and planning is
      fundamental. The ability to communicate that knowledge in understandable
      terms as appropriate is an essential quality for a candidate to possess.
      Prerequisite skills would include the ability to communicate planning and
      architectural concepts clearly and concisely; orally, graphically, and in
      writing. Critical aesthetic abilities are at the core of this work, but
      must be applied in a manner that is consistent with policy and past
      practice, and defensible through legal findings. Because of the particular
      nature of design issues in development, client sensitivity and conflict
      resolution skills are also desirable qualities.

      In the Bureau of Planning
      The Bureau of Planning does not have any permanent positions vacant
      at this time, but may use this recruitment for future openings. The Bureau
      of Planning's Urban Design Group assists Portland's public and private
      sectors through good urban design practices and thinking to better the
      physical and social quality of built and natural spaces in the city. It
      seeks to do so while facilitating appropriate development/implementation
      strategies across projects of varying sizes. The application of sound urban
      planning and design skills are essential to effectively translate city and
      regional planning objectives into reality. The primary role of the group is
      to analyze, develop and inform ideas to the city that embody contemporary
      thinking in urban design. On key projects the group facilitates
      implementation through active coordination with other city agencies and the
      private sector. Besides commenting on ongoing work and helping
      conceptualize new ideas for parts of the city, the group also works on
      larger downtown and city wide urban design frameworks and visions. To be
      successful, a City Planner II - Urban Design in the Bureau of Planning must
      have an understanding of the interdisciplinary nature of urban design across
      other development related professions. A good urban designer must be able
      to express ideas in writing, verbally and through visual means. Good hand
      and computer design drawing skills are essential. Proficiency across
      various forms of graphic media and a range of software programs is an asset.
      Prior work and experience in one or more of the design professions
      (architecture, landscape architecture, site planning, planning and urban
      design) and experience in both the private and public sectors ensure our
      work remains pragmatic. The position requires the ability to interface with
      other agencies and the public to develop, formulate and describe urban
      design principles and ideas as well as apply city policy objectives.
