Sonoma County Transportation Authority Transportation Planner General Overview The Sonoma County Transportation Authority (SCTA) coordinates transportation plans, programs and projects among the cities and County of Sonoma. The SCTA develops transportation plans to fund highways, bus transit, rail, bike and pedestrian routes and local roads. The SCTA works cooperatively with local, regional and state agencies to deliver capital projects and is responsible for the administration of a ¼ cent sales tax for transportation. The SCTA also allocates various federal, state and regional programs. The SCTA has a twelve-member board of directors comprised of three members of the Board of Supervisors and a council member from each of the nine cities. The agency has a staff of seven and manages an annual budget of approximately $20 million including both projects and operations. The Transportation Planner with an emphasis on alternative modes is selected by and reports to the Deputy Director of Planning and Public Outreach. Definition The Transportation Planner position shall, under general direction from the Deputy Director of Planning and Public Outreach: staff the Countywide Bicycle and Pedestrian Advisory Committee (CBPAC) and Transit Paratransit Coordinating Committee (TPCC) and their attendant functions; assist in the development and maintenance of issues related to alternative modes, including public meetings, reports and funding programs. Distinguishing Characteristics The Transportation Planner is a professional staff person responsible for performing planning and analysis functions. Specifically, the position focuses on the long-term transportation planning element for the SCTA and implementing efforts, on a countywide basis, to establish and maintain programs and projects related to alternative modes of transportation, primarily transit, paratransit, bicycle and pedestrian. The position requires knowledge of and abilities relating to: • Principles of transportation planning and funding • Local and regional bicycle and pedestrian issues • Protocols and techniques employed for transit and paratransit planning and funding • Government funding and processes related to project development • Local transportation needs and problems • Interrelationships between government agencies at all levels. The position also requires the following skills: • Analysis and problem solving skills • Working knowledge of financial and budgetary matters • Flexibility and self motivation • Decision making • Excellent verbal and written communication Specific Duties and Responsibilities Duties include, but are not limited to the following: 1. Serve as staff to the Countywide Bicycle and Pedestrian Advisory Committee (CBPAC) including preparing agenda packets, staffing meetings, assisting in fund programming and application processes, and other functions as necessary 2. Maintain and manage updates to the Countywide Bicycle and Pedestrian Plan for Sonoma County. 3. Provide support for the delivery of bike, pedestrian and transit projects, including assisting with the Measure M program and other funding sources. 4. Participate in regional meetings and discussions about transportation planning and program development. 5. Serve as staff to the Transit Paratransit Coordinating Committee (TPCC) including preparing agenda packets, staffing meetings, assisting in fund programming and application processes, and other functions as necessary. 6. Manage and provide analysis related to transit planning and funding issues, including the Transit TAC, the Coordinated Claim, regional transit issues and any necessary public meetings. 7. Assist in the preparation of SCTA planning documents. The minimum qualifications for the Transportation Planner position include possession of a Bachelor’s degree or higher from a recognized college or university with a major in transportation planning, urban/regional planning, transportation engineering or a related discipline and a minimum of three years experience in transportation planning or a related field. The Transpor tation Planner position is considered an employee of the SCTA. As such, the Transportation Planner is entitled to those benefits provided by the SCTA and described in the Sonoma County Transportation Authority Personnel Policies and Procedures Manual – including health care, retirement, paid holidays, vacation time and sick leave. Possession of a valid California Drivers License is required. The salary range is $5,000 to $6,000 monthly.
