           Job Description:
           Under general supervision, incumbents in this classification perform a
      variety of professional level planning duties including preparing studies,
      reports, plans, maps; develops and enforces zoning regulations; processes
      permits and applications; makes presentations to elected officials and the
      public; coordinates City efforts to maintain the appearance of the City and
      to prevent or correct violations of various City ordinances, regulations,
      codes and standards that affect the condition or development of property.

           Knowledge of: Principles, practices and purpose of municipal planning;
      site and project design review; nomenclature, symbols, methods, practices,
      techniques and instruments used in planning, drafting and mapping;
      statistics and statistical analysis as applied to land use, transportation,
      zoning and master plan studies; principles and techniques of developing and
      maintaining a master plan; site planning and architectural design; laws and
      other regulations relating to municipal planning; basic functions and
      terminology associated with city planning activities; basic code enforcement
      practices, techniques and records management; personal computer programs;
      proper English, grammar and spelling.

           Ability to: Operate personal computers and utilize planning
      applications; analyze and compile statistical, economic and technical data;
      read, comprehend, interpret and explain state and municipal laws, policies,
      regulations and guidelines pertaining to land use, development, property and
      permit applications; identify the existence of code violations; use sound
      judgement in determining the degree of compliance with various laws; reach
      independent and accurate conclusions based on codes and other facts;
      determine the correct course of action to assure compliance; prepare written
      and oral reports; establish and maintain effective working relationships
      with other employees, developers and the public; read and interpret
      architectural and construction plans; communicate clearly, concisely and
      tactfully with a variety of audiences; learn, retain and apply knowledge of
      laws and ordinances; read, comprehend, interpret and explain municipal laws,
      policies and regulations pertaining to land use, development and property;
      identify the existence of code violations; use sound judgment in determining
      the degree of compliance with various laws; reach independent and accurate
      conclusions based on codes and other facts; determine the correct course of
      action to assure compliance; prepare clear, concise and complete written
      reports; operate a personal computer, use word processing, spreadsheet and
      other specialized programs; demonstrate excellent communication skills to
      deal firmly, fairly, tactfully and effectively with the public in difficult
      situations; follow proper procedures and instructions in performing assigned

           Any combination of experience and training that would likely provide
      the required knowledge, skills and abilities. A typical way would be:

           Education: All classifications require Graduation from an accredited
      college or university with a Bachelor's degree in City or Regional Planning,
      Urban Studies, Geography or a related field.
           Experience: One year of full-time, paid professional planning
      experience or similar work experience is preferred; experience in municipal
      code enforcement or other similar public administration duties, including
      public contact and computer usage is desirable.

           Possession of a valid California Class C Driver's License and maintain
      a good driving record.

           Intermittent weekend, evening or other-than-normal business hours
      work; ability to manage multiple priorities and projects; ability to apply
      technical knowledge and explain information to a variety of audiences;
      ability to remain calm in difficult situations and circumstances; ability to
      respond assertively, politely and professionally to citizens and other
      public officials and City departments; communicate clearly both orally and
      in writing.

           A limited number of the most qualified candidates may be invited to
      continue in the selection process. The selection process can consist of one
      or more of the following components: written exam, oral board interview, and
      assessment center. The list will consist of candidates that successfully
      complete the oral board process. A departmental interview will be scheduled
      to fill the current vacancy following the establishment of the employment
      list. This list will be in effect for at least one year. After a conditional
      job offer, applicants must complete pre-employment medical examination.
