      Location: Hayward
      Salary: $15 per hour/ 20 hours per week
      Part Time – Temporary

      Job Description:
      Alameda County Housing and Community Development Department (HCD) is seeking
      an intern to update the Community Development Block Grant (CDBG)
      Neighborhoods Plan for unincorporated Alameda County, and to update the
      County-wide Affordable Housing Inventory.



      The Neighborhoods Plan covers the unincorporated communities of Ashland,
      Castro Valley, Cherryland, Fairmont Terrace, Fairview, Foothill Knowles, and
      San Lorenzo.  These are diverse communities with distinct identities.  The
      Plan will assist in determining goals and priorities for the expenditure of
      CDBG funds for the next ten years.  The intern’s role will be to review the
      existing plan, participate in public discussions, draft priorities from
      citizen comment, conduct research on community needs, existing funding
      sources, and other relevant plans, and then write a first draft of the plan.



      The Affordable Housing Inventory is a list of all housing developments in
      the County that have units reserved for lower-income households.  The
      existing inventory is five years old.  The document is a collaborative
      effort between all 15 local jurisdictions in Alameda County.  The intern
      will be responsible for collecting data, updating the existing database,
      coordinating with various cities in the County, and producing the report.



      Alameda County HCD:

      HCD is the County-wide housing department, administering programs for the
      entire County, as well as for the unincorporated portions of the County.
      Homeless and Special Needs Housing issues are housed at HCD, as well as
      large federal grants that cover various portions of the County.  The primary
      funding sources HCD administers are the Federal Community Development Block
      Grant (CDBG), HOME housing development funds, Supportive Housing Program
      (SHP), Shelter Plus Care, Housing Opportunities for Persons with AIDS
      (HOPWA), and the Alameda County Affordable Housing Trust Fund.  The CDBG
      funds are used to administer housing rehabilitation programs, affordable
      housing development, and neighborhood improvements in the Urban County
      (Albany, Emeryville, Piedmont, Newark, Dublin and the unincorporated
      county).  HOME and the Alameda County Trust Fund are used for affordable
      housing development in the HOME Consortium (All the Cities within Alameda
      County except Berkeley and Oakland).  SHP, Shelter Plus Care and HOPWA, are
      the primary sources for homeless housing and services, and are part of the
      Continuum of Care, which is housed at HCD.

      Additional Desirable Skills:
      Interest in Community Development, Affordable Housing, Homeless and Special
      Needs Housing.  HTML/Web design experience.



      Minimum Qualifications:

      Bachelor's degree in Urban Planning, Public Policy, Social Service or a
      closely related field.



      Or II

      Enrolled in a Masters Degree program in either Urban Planning, Public
      Policy, Social Service or a closely related field.



      Or III

      Work experience in community or program planning in a housing, community
      development, social services non profit (community development
      organization).



      Applicants should possess a California Drivers License, and have the ability
      to get around Alameda County via a privately owned car or public
      transportation.

      Eventually the intern will become a County Employee through the Temporary

      Hours

      The position is planned for 20 hours per week for six months, however the
      actual hours can vary depending on the applicant.   While some attendance in
      the office will be required, telecommuting is permissible.  HCD is open from
      8:30 to 5:00 each day.
