      Mayor's Office of Economic & Workforce Development: The Mayor's Office of
      Economic and Workforce Development (MOEWD) is dedicated to enhancingSan
      Francisco's economic vitality and to expanding the City's tax and
      employment base. MOEWD oversees activities and programs related to
      business attraction and retention, workforce training, development
      planning, and neighborhood commercial revitalization.

      Position Description: The Senior Administrative Analyst shall serve as the
      City's Production Distribution and Repair (PDR) Business Retention Manager.
      The PDR Business Retention Manager will support San Francisco's PDR
      businesses by creating conditions in which they can grow and prosper, and
      will work to attract new manufacturing and commercial businesses to the
      City.

      Background: There are currently approximately 9,300 PDR businesses in San
      Francisco. These businesses provide approximately 64,000 jobs in a range of
      industries and accounts for approximately 11% of jobs in San Francisco. PDR
      businesses are located throughout San Francisco neighborhoods, though a
      large portion are concentrated in the city's traditional industrial zones
      in the eastern neighborhoods of South of Market, China Basin, Showplace
      Square, Mission Bay and Bayview/Hunter's Point. (Approximately 45,000 PDR
      jobs are located in these eastern neighborhoods.) PDR businesses are
      diverse - ranging from auto repair to publishing to high-end garment
      production, but they share key characteristics, such as the need for
      flexible, industrial space and their role in providing goods and services
      that support other primary industries in San Francisco (such as tourism,
      retail, high technology, and office-based industries). The spatial and
      economic vulnerability of PDR businesses - and their shared workforce
      characteristics - make them a key sector for proactive attention.

      Example of Duties:

      . Act as an ombudsmen to the PDR business community
      . Serve as a single point of entry for all city services affecting PDR
      businesses
      . Serve as a liaison to the Planning Department on zoning issues that
      affect PDR businesses
      . Market and outreach incentive programs available to PDR businesses such
      as Enterprise Zone tax credits, local payroll tax exemptions, and energy
      efficiency rebate programs
      . Maintain a commercial and industrial space "site finder" to help growing
      and new PDR businesses find the space they need to operate successfully in
      San Francisco
      . Help PDR businesses find, train, and develop qualified workers
      . Bring financial resources to PDR businesses and help qualified PDR
      businesses obtain low interest-rate loans
      . Coordinate capital improvements in PDR business zones
      . Build business and governmental partnerships that support the needs of
      the PDR businesses in San Francisco

      Minimum Qualifications:
      Only candidates on the Department of Human Resources 1823 Senior
      Administrative Analyst Employment Register or currently employed in class
      1823 will be considered for appointment to this position.

      Desirable Qualifications: The successful applicant will possess strong
      organizational, interpersonal, written, and communication skills and will
      have a successful track record as a strategic planner and project manager.
      A minimum of three years experience in public policy or a related field is
      essential. Masters degree preferred.
