The Recreation and Park Department is accepting applications for
provisional or permanent transfer appointment to fill two (2) 5291 Planner
In the coming year, the Planning Division will work with the Department’s
Operations and Capital divisions to develop and implement specific
near-term projects that fulfill the goals and mandates of the Department’s
existing strategic, operations, and capital plans. The successful Planner
III will be assigned to the Department’s Planning Unit to provide planning
support on these projects as well as environmental issues relevant to park
properties, park improvement plans and acquisitions, and other land use
Essential duties include, but are not limited to:
* Research and analysis of best practices in recreation as well as
demographic, fiscal, and performance data.
* Preparation and development of reports presenting research findings and
making recommendations on specific projects and policies that address
operational and capital needs within the Department.
* Working with design staff in the development of specific capital
improvement projects that require expertise in environmental analysis,
planning, or other land use principals; including coordination with other
City departments, and state and federal agencies to secure necessary
permits, reviews and approvals.
* Working with department staff and advisory groups in developing
Departmental standards and guidelines related to all aspects of Recreation
and Park’s services and operations, including facility design,
environmental and resource protection, public input procedures, public
safety, maintenance and operations, and other park and recreation
* Working with the City’s Real Estate Department to coordinate property
acquisitions and inter-departmental property transfers, and report
directly to the Park, Recreation, and Open Space Advisory Committee on
issues related to selecting, securing and managing new open space.
* Review and analysis of CEQA documents for projects impacting Recreation
and Park facilities. Evaluation of shadow studies, and preparation of
reports with recommendations for Commission consideration. Review,
processing and enforcement of encroachment permits, boundary adjustments
and other real estate activities as assigned.
* Performance of site investigations, research, and data analysis, and
preparation of reports related to property acquisition, park and
recreation improvements and natural resources and urban forestry plans.
* Making presentations to and preparing reports for community
organizations, citizen advisory groups, Commissions and Board.
This position will be responsible for working independently and must be
able to prepare and present effective written reports and verbal
presentations as well as prepare funding proposals, narrative and
statistical reports, research regulations and policies and interpret and
present technical reference materials related to budgets.
1. Possession of a Baccalaureate Degree from an accredited four-year
college or university AND four (4) years of experience in an urban, city,
and/or regional planning environment; OR
2. A Master’s Degree from an accredited college or university in City
Planning or a closely related field AND two (2) years of experience in an
urban, city, and/or regional planning environment.
* Training in City and Regional Planning, Architecture, Landscape
Architecture, Public Administration, Public Policy, Economics, Geography
or related field.
* Experience related to landscape architecture, architecture, engineering
* Experience in the negotiation and processing of real estate transactions.
* Training or experience in Strategic, Operations or Capital Planning.
