      Job Announcement - Effective September 12, 2006

The City of Bakersfield is a thriving place to live and work, with big city
appeal and small town charm. Bakersfield (population 295,893) is a
community projected to double in population in 20 years. This all-American
city, located in the southern end of California's San Joaquin Valley, serves
as the County's epicenter for business, entertainment, and government.

Bakersfield's warm, dry climate contributes to its huge 200-crop
agri-business base. The region is also the fourth largest producer of oil
in the U.S., bringing highly sophisticated technology and skilled, dynamic
individuals to the area. The City's educational opportunities include
California State University Bakersfield, a UC Merced campus, community
colleges and extensive adult education facilities. Bakersfield is also
linked to the UCLA Medical School through its six area hospitals.

Bakersfield offers many recreational attractions. It is within two hours of
the LA Metro area, west coast beaches on the beautiful Pacific, and majestic
Sierra Nevada mountains, including the Giant Sequoia National monument. The
City is also home to one of the fastest flowing rivers west of the
Mississippi, the Kern River, where white water rafters enjoy the great
outdoors. A 12-foot wide bike path extends nearly 30 miles along the banks
of the river. Bakersfield residents take full advantage of the City's lakes,
multiple golf courses, neighborhood community parks and other recreational
      facilities and entertainment options.

All this, and Bakersfield is one of California's most affordable areas to
live, at costs accessible to many first-time home buyers. Excellent
award-winning schools continue to enhance their educational programs and
lifelong learning opportunities are an ever-increasing community asset.
Bakersfield is truly a family friendly city.

Bakersfield is a charter city and operates a Council-Manager form of
