      POSITION: The beautiful Southern California coastal City of San Clemente is seeking an experienced planning professional to perform a wide variety of planning activities related the City of San Clemente’s Planning Division, which is responsible for effectively managing staff, the development review process and providing excellent customer service at the public counter. This position will be filled at either the Senior or Principal Planner level, depending on the applicant’s qualifications. The selected individual will manage highly complex public and private land development and land use policy projects that involve the analysis of development applications for consistency with applicable laws, codes and regulations; will respond to questions and inquiries regarding planning rules and regulations; and will provide guidance in the amendment of the City’s General Plan and Zoning Ordinance. The position will oversee, supervise and review all work performed by the City’s Planning staff responsible for planning and development projects and will oversee and participate in all planning activities. Direction will be provided by the City Planner and Community Development Director.

      THE CITY: San Clemente, incorporated in 1928, is a general law city operating under the Council-Manager form of government. The city is a popular southern Orange County beach community which enjoys a year-round moderate climate averaging 70 degrees, and is centrally located between Los Angeles and San Diego. The city is 18.5 square miles in area. The current population is approximately 65,300. The City has 200 full-time employees.

      THE IDEAL CANDIDATE: The ideal candidate for Senior Planner will have three years of increasingly responsible experience in urban or regional planning, urban design, or related field and equivalent to a bachelor’s degree with major course work in urban planning, geography, architecture, public administration or related field. The candidate will be able to readily demonstrate knowledge of the principles and practices of urban planning and development; site planning and architectural design techniques and methods; historic preservation principles and practices; applicable environmental laws and regulations; and laws underlying general plans, zoning and land divisions. The candidate will be able lead, organize and review the work of professional and technical staff; interpret, explain and enforce local, state and federal laws and regulations; and respond to difficult and sensitive public issues.

      The ideal candidate for the Principal Planner position will have four years of increasingly responsible experience; will demonstrate knowledge and successful accomplishment of complex land development projects and/or land use policy implementation; and will have an advanced level of knowledge and experience of those attributes required for the Senior Planner position. Candidates applying for the Principal Planner position must also be experienced in staff supervision, training and performance evaluation; budgeting operations, and services and activities of planning and development programs.

      Membership in the AICP is highly desirable for the Senior or Principal Planner position.

      EXAMPLES OF DUTIES: The position will:

      - Meet and confer with developers regarding the City’s development review process;
      - Coordinate assigned planning projects including large tract maps, commercial projects, code amendments and general plan amendments;
      - Review plans for conformance with land use codes and policies as applied by the Planning Commission and City Council;
      - Serve as environmental coordinator and prepare environmental documentation for planning projects and ensure that planning projects are reviewed in a manner consistent with the CEQA;
      - Receive and respond to questions and inquiries from the general public, local business owners and developers and explain local land use policies and development procedures; and
      - Make presentation to staff, committees and the general public and educate the parties on the impacts of planning projects and policy issues.

      APPLICATION AND SELECTION PROCEDURE: All applicants must submit a completed City of San Clemente application form and supplemental questionnaire to the Human Resources Office by 5:30 p.m. on Wednesday, August 30, 2006 in order to be considered. All properly completed applications will be reviewed, and the most appropriately qualified individuals will be invited to continue in the selection process. Examinations for the position may consist of any combination of written, performance, or oral exams to evaluate the applicant’s skill, training, and experience. Successful candidates may be placed on an eligibility list.

      Prior to employment, the prospective candidate must successfully complete a background review, medical examination, including drug screen, and be fingerprinted, all at City expense. If selected, written identification showing entitlement to legally work in the United States will be required.

      BENEFITS:
      The City of San Clemente provides excellent benefits which include:

      -FLEXIBLE WORK SCHEDULE – This position will a work a 9/80 work schedule.
      -HOLIDAYS – The City presently recognizes 11 regular holidays, plus one floating holiday.
      -VACATION – Employees accumulate vacation at the rate of 13 days per year increasing to a maximum of 22 days based on years of service.
      -SICK LEAVE – Accrual of 8 hours per month.
      -RETIREMENT – 2%@55, fully paid by the City; reciprocity with PERS. The City is also a member of the Social Security system.
      -INSURANCE – The City provides a comprehensive benefit package including employee medical, dental, vision, life insurance and LTD. The City currently covers approximately 90% of dependent coverage
      -TUITION REIMBURSEMENT – 100% of tuition may be reimbursed for approved courses from California State colleges and universities.
      -DEFERRED COMPENSATION – Employees may defer up to a maximum of $15,000 annually.
      -FLEXIBLE SPENDING ACCOUNT – Employees may participate in either or both of the Health Care or Dependent Care programs.
      -EMPLOYEE ASSISTANCE PROGRAM – The City offers full-time employees and their dependents an EAP program which provides a variety of professional services. E/O/E

      Salary: $5,656 to $7227/month DOQ
