      Urban Strategies Council (the Council) is a community building support and
      advocacy organization located in Oakland, California.  Founded as a
      non-profit organization in 1987, the Council’s mission is to eliminate
      persistent poverty by helping to transform low-income neighborhoods into
      vibrant, healthy communities.  The Council works locally and nationally to
      provide research, data and policy analysis, strategic planning, program
      development, capacity building and advocacy in service of low-income
      communities.  The Council works with stakeholders in low-income
      communities, community-based organizations, and major public systems to
      expand services for children and families, improve health, educational and
      other outcomes, and increase employment and economic opportunities.  For

      The Council seeks a full-time Program Coordinator who can manage and
      coordinate a wide range of research, technology development, and community
      capacity building activities associated with the Council’s Information and
      Technology Program Area.  (See

      The duties of the Information and Technology Program Coordinator are
      varied, challenging, and integral to the work of the Council.
      Intellectual curiosity, solution-driven orientation, commitment to the
      organization’s mission, flexibility, and creativity within the
      specifications of the position are assets, as is knowledge of the Oakland
      community.  This position requires someone with a combination of training,
      skills and experience in research, data analysis, Web-based information
      systems, facilitation and training, and program management.  The ideal
      candidate will be a highly proficient research analyst with leadership
      skills and a demonstrated commitment to capacity building and advocacy on
      behalf of residents of low-income communities.

      •                 Design and implement research studies, data analysis and reports
      •                 Form partnerships with public, private, and non-profit data
      •                 Collect, analyze and interpret administrative, survey and other data
      through statistical programs such as SPSS or SAS
      •                 Supervise and coordinate the work of staff research analysts
      and assistants
      •                 Maintain and expand the online data warehouse and mapping service
      associated with InfoOakland (www.InfoOakland.org) and InfoAlamedaCounty
      •                 Represent the Council, InfoOakland and InfoAlamedaCounty in
      partnerships with other agencies and organizations and with the general
      •                 Manage primary and secondary research in such areas as demographics,
      housing, health, criminal justice, education, employment and economic
      •                 Interpret data and prepare narrative descriptions of analyses to inform
      strategic discussions
      •                 Respond to organizational and community requests for data, analyses,
      maps and other information
      •                 Work with community-based organizations and neighborhood residents in
      building their capacities to collect, analyze, interpret and use data and
      information for planning and implementation activities
      •                 Participate in policy analysis on local, regional and national
      issues impacting low-income families and communities
      •                 Provide research assistance to support projects of Council staff and
      partner organizations
      •                 Manage the ongoing development and updating of the Council’s
      Website and Web-based information systems including InfoOakland and
      •                 Conduct and/or supervise trainings on the use information for
      •                 Perform other duties as required

      •                 Master’s Degree (3 years of relevant experience may be substituted for
      the Master’s degree) in relevant field of study including sociology,
      public policy, planning or other social sciences

      •                 4+ years of relevant experience in urban planning, economic
      development, social science research, public policy analysis and/or
      advocacy, public health, community organizing or related field
      •                 3+ years experience in research, data analysis and interpretation and
      report preparation
      •                 Experience leading and coordinating research teams / analytical work groups

      Training and Proficiency in:
      •                 Excellent written and oral communications
      •                 Research project design and management
      •                 Creating and maintaining databases (Excel and Access required)
      •                 Research methods and quantitative analysis using statistical
      packages (SPSS)
      •                 Data analysis, interpretation, report preparation and presentation
      •                 Group facilitation, meeting management and multi-stakeholder
      •                 Supervising staff
      •                 Experience leading workshops, making public presentations, or
      designing and implementing community-based participatory research
      •                 Designing and Managing the development of web-based information systems
      •                 Oral and written communication
      •                 Training and research support for people without backgrounds in research
      (preferably in support of community planning and action)
      •                 Working with people from diverse ethnic, linguistic economic and
      professional backgrounds

      Additional qualifications
      •                 Experience with GIS software
      •                 Skills in Website design and maintenance
      •                 Bi-lingual a plus

      This is a full-time position with benefits.  Salary: $40,000-$55,000,
      depending on qualifications and experience.
