                               APPOINTMENT TYPE, DURATION AND LOCATION: |
       Provisional Appointment. The maximum duration of the appointment is three |
       years. An incumbent with provisional status will be required to |
       participate in the next Civil Service examination for this classification |
       to be considered for permanent appointment. This position is located in |
       San Francisco. |
                                                                                 |
       COMPENSATION AND BENEFITS: |
       In addition to competitive salaries, the City offers flexible benefit |

       EXAMPLE OF DUTIES: |
       The San Francisco Public Utilities Commission (SFPUC) Water System |
       Improvement Program (WSIP) is a 4.3 billion, 13-year program comprised of |
       77 local and regional projects to repair, replace and seismically upgrade |
       Hetch Hetchy, the Bay Area water delivery system. The 77 projects consist |
       of 45 local water projects and 35 regional water projects to ensure future|
       reliability and delivery of potable water to San Francisco, Alameda, San |
       Mateo and Santa Clara counties. These positions are responsible for |
       environmental compliance for a major Water System Improvement Program |
       (WSIP) to rehabilitate the Hetch Hetchy System. |

       Environmental Regulation & Compliance Division (3 vacancies) |
       Under direction, the Environmental Planner III-Environmental Review |
       manages the environmental review process for complex water delivery |
       projects for the San Francisco Public Utilities Commission (SFPUC). The |
       essential functions of this position include: participating in all phases |
       of environmental review, including obtaining regulatory permits and |
       clearances; evaluating complex environmental impact evaluations of |
       projects; procuring and managing consultants; supervising consultants in |
       the preparation and procurement of environmental permits |
       documents; interpreting and explaining legal, technical and procedural |
       aspects of environmental review to the SFPUC; preparing technical reports;|
       making presentations to the SFPUC; representing the SFPUC at agency |
       negotiations; and supervising staff. |

       Major Environmental Analysis Division (SF Planning Department) (1 vacancy)|
       The Planner III-Environmental Review position will work for the Major |
       Environmental Analysis Division of the San Francisco Planning Department |
       on California Environmental Quality Act (CEQA) compliance for the WSIP. |
       Under direction, the essential functions of this position include: |
       performing and participating in all phases of CEQA environmental review |
       including managing EIRs and directing EIR consultants, analyzing |
       environmental impacts and mitigation measures; performing and evaluating |
       complex environmental studies; providing information to the public on CEQA|
       environmental review procedures; and performing related duties as |
       required. Incumbents coordinate complex CEQA environmental review |
       projects, participate in all aspects of CEQA environmental review and may |
       supervise the work of consultants and employees in subordinate |
       classifications. |

       The San Francisco Planning Department, as a Lead Agency under CEQA, is |
       preparing a Programmatic Environmental Impact Report (EIR) for the WSIP, |
       and numerous project specific EIR's, Negative Declarations and Categorical|
       Exemptions under the WSIP. The anticipated projects would cover all |
       aspects of the water delivery system, including but not limited to work on|
       dams, reservoirs, pipelines, tunnels, pump stations and other water |
       delivery infrastructure. |

       The Planner III-Environmental Review, supervised by the Planner IV, will |
       be involved in the preparation and completion of the CEQA documents |
       necessary for CEQA compliance of the WSIP and coordinating with Federal |
       Agencies for National Environmental Policy Act (NEPA) compliance if |
       required. The Planner III's would be expected to manage and coordinate all|
       necessary activities required for the production and completion of EIR's, |
       Negative Declarations and Categorical Exemptions for specific projects |
       within the WSIP. |
       MINIMUM QUALIFICATIONS: |
          1. Possession of a baccalaureate degree from an accredited college or|
             university; AND either four (4) years of experience performing|
             environmental review activities OR four (4) years of experience in a|
             city and/or regional planning environment and a working knowledge of|
             environmental review OR a combination of education and experience|
             performing environmental review activities or working in a city|
             and/or regional planning environment; OR |
          2. A Masters degree from an accredited college or university in|
             Environmental Studies, City Planning or a closely related field; AND|
             either two (2) years of experience in environmental review|
             activities OR two (2) years of experience in a city and/or regional|
             planning environment and a working knowledge of environmental review|
             OR a combination of education and experience performing|
             environmental review activities or working in a city and/or regional|
             planning environment. |

       NOTE: Environmental review activities are activities performed pursuant to|
       the California Environmental Quality Act (CEQA), National Environmental|
       Policy Act (NEPA) and/or environmental regulatory compliance, research|
       planning and economic or statistical analysis. |

       DESIRABLE QUALIFICATIONS: Three years of progressively responsible work |
       experience managing CEQA/NEPA documents and/or environmental permitting, |
       primarily as a project coordinator or manager. |

       documentation. Employees of the City and County of San Francisco may |
       submit performance evaluations to verify qualifying City and County |
       experience. City and County employees will receive credit for the duties |
       of the class to which appointed. Credit for experience obtained outside of|
       the employee’s class will only be allowed if recorded in accordance with |
       the provisions of the Civil Service Commission Rules. City and County |
       employees who qualify based upon a combination of City and County and |
       outside experience must also verify the outside experience. Verification |
