      The Department

      The Planning and Economic Development Department provides services to the citizens through three programs: Planning, Economic Development and Redevelopment. The Planning Division is responsible for current and long range planning with a ten member professional staff that is directed by the Planning Manager. The Planning Division provides staff support, advice, and counsel to the Planning Commission, Design Review Board, City Council, Redevelopment Agency, and City executive staff, as well as applicants, citizens and the business community of Concord.

      The Position

      The City is currently recruiting to fill an Assistant Planner position in the Planning Section. This position performs research and analysis, report writing, information services, and plans and permits review in support of development permit processing and zoning. The ideal candidate will perform related work as required all within the context of the city's Mission, Vision, Values (MVV), with a strong and progressive customer service orientation.

      Responsibilities include the following:

      * Functions as the initial contact at the Permit Center counter with

      the public and applicants, both in person and on the telephone for Planning-related permits; provides information and assistance to developers, property owners, and the general public regarding laws, policies, regulations, standards, and procedures in respect to the submission of plans and the processing of applications.

      * Reviews plans and supporting documents and determines application

      acceptability for minor permits; determines permit process type and enters required information into electronic and manual permit tracking systems.

      * Reviews routine, less complicated building and engineering permits

      to determine compliance with all appropriate zoning regulations; reviews and issues planning permits; and calculates planning fees according to the City's Fees Resolution. Building permits may include but are not limited

      to: spas, swimming pools, HVAC equipment, tenant improvements, and building remodels and additions. Planning permits may include: accessory structures, fencing and retaining walls, home occupations, lot line adjustments, tenant occupancies, secondary living units, and signs. Engineering related-permits may include: grading plans, public utility easements, and encroachments.

      * Reviews, investigates, and processes various plans and

      applications for residential, office and commercial developments; processes subdivision, variance and use permit applications; determines conformity with laws, policies, regulations, and procedures, including field trips as necessary; recommends actions, identifies problems and alternatives; prepares, and may present, staff recommendations for the Planning Commission, Design Review Board and Zoning Administrator.

      * Plans and conducts research studies and prepares reports and

      recommendations regarding land use, zoning, urban design, population trends, transportation, and community service needs.

      * Maintains, updates, and analyzes demographic and other data basic

      to the Planning function and assists with the review, development, and revision of the General Plan, zoning ordinance(s), subdivision ordinance and other policies and procedures.

      * Prepares initial environmental analyses for development projects

      and draft mitigation measures and monitoring programs.

      * Prepares a variety of written communications, including analytical

      reports, commentaries, correspondence, and drafts of proposed revisions to ordinances, policies, and procedures.

      * Confers with and makes presentations to community groups, other

      government organizations, advisory boards, and other formal and informal groups.

      The Candidate

      The ideal candidate for the Assistant Planner will have completed four or more years of City Planning or related college curriculum.

      The Assistant Planner requires two (2) years professional planning experience providing general plan, zoning, or development services. A valid California driver's license and a satisfactory driving record are conditions of initial and continued employment.

      The City of Concord offers an attractive benefit package, which includes the


      * Vacation: 10 workdays, increasing to 22 workdays per year.

      * Holidays: Eleven paid holidays per year plus an additional 8

      hours vacation awarded annually on September 9th.

      Retirement System (PERS), with a 2.5% at age 55 plan based on one-year final compensation. In addition to its share of the retirement contribution, the City pays the employee's 8% contribution of annual gross pay.

      * Retiree Health Coverage: City provides PERS Retiree Health, which

      includes a variety of plans from which to choose. The City pays premium for retirees and their eligible dependents up to the Kaiser rate.

      * Long Term Disability: The City provides long-term disability


      * Deferred Compensation: The City offers both 401(k) and 457 plans.

      * Social Security/Medicare: The City participates in the Federal

      Social Security and Medicare programs.

      * Career Development Opportunities: An extensive training and

      development program is open to all employees during work hours. Under the tuition reimbursement program, the City reimburses job-related courses or training with prior approval and satisfactory completion.

      * Educational Incentive Program: Upon successful completion of

      pre-approved eligible coursework, a monetary benefit is applied.
