      Job Description:
      POSITION: FAMILY ECONOMIC SUCCESS PROGRAM MANAGER

      As a community development corporation since 1975, the East Bay Asian Local
      Development Corporation (EBALDC) has developed numerous projects and
      programs to serve low-income individuals and families. EBALDC has expanded
      its mission from serving the Asian-American community to building strong
      communities among diverse low-income neighborhoods. EBALDC’s comprehensive
      approach to community development includes programs in the areas of adult
      and youth Individual Development Accounts, community organizing and
      planning, neighborhood revitalization, Volunteer tax preparation site, and
      other asset development programs.

      Overall Job Summary:
      The Family Economic Success (FES) Program Manager is responsible for
      successful delivery of all Asset Development/Family economics programs.
      Currently, the largest FES programs are Individual Development Accounts (IDA
      ’s) -matched savings accounts designed to help low-income families save
      money to pay for job training or education, buy a home, or start their own
      business.   The manager will be responsible for managing ongoing programs as
      well as working with the FES department and other community partners to help
      design new family economics program areas and take the lead in their
      implementation such as the Volunteer Income Tax Assistance sites (VITA).  In
      addition, this person will lead a diverse and energetic FES team as a
      supervisor.  We are looking for an energetic and motivated person, one who
      has proven  experience in coordinating and developing programs, as well as
      an interest in working in diverse communities and neighborhoods to increase
      asset development and potential.

      Example of Job Duties:
      •                 Coordinate delivery of quality and timely outcomes within budget and in
      keeping with program and organization goals and objectives.  This includes
      providing case management support, direction, and coordination for IDA
      programs.
      •                 Provide regular reports, statistics, and evaluations of programs for
      internal quality assurance, funding requirements, and partner case
      management.
      •                 Work with Management and FES staff to review and evaluate new program
      opportunities, including responding to new contract
      prospects and program expansion leads.
      •                 Work with program staff to transition development plans into
      implementation. Take full responsibility of implementation of overall
      program strategies for new programs.
      •                 Supervise FES staff and volunteers.  Responsible for hiring, providing
      training, work plan and day to day support.
      •                 Responsible for maintaining partner relationships with financial
      institutions, public agencies, community based organizations, and
      representing FES at community meetings.  Assist in negotiations of
      contracts.
      •                 Participate in department, EBALDC, and other community meetings and
      activities. Provide team representation including
      preparation and presentations as needed.

      REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
                      (Training, education, experience, etc.)

      •                                  Must have two years of college or combination of education and
      experience.
      •                                  Excellent written and verbal communication skills
      •                                  Demonstrated experience and skills in developing, coordinating and
      implementing community-based programs for
      non-profit organizations.
      •                                  Fund development skills, including grant seeking and grant writing
      •                                  Experience working with low-income and multi-cultural communities
      especially in their neighborhoods.
      •                                  Proficiency in computer programs including: word processing, management
      information systems, spreadsheets and databases
      •                                  Experience with IDAs or asset-building programs that help individuals and
      families actualize micro enterprise, homeownership or secondary education
      and training goals.
      •                 Proven experience in staff, volunteer and/or intern supervision and
      employee development.
      •                 Must be able to work in a stressful environment and be flexible.
