      Parking & Transportation Analyst at UC Office of the President (Job Posting
      2506-05)

      The University of California (UC), one of the largest and most acclaimed
      institutions of higher learning in the world, is dedicated to excellence in
      teaching, research and public service. The UC Office of the President (UCOP)
      is the corporate headquarters to the ten campuses, five medical centers and
      three Department of Energy National Labs and enrolls premier students from
      California, the nation, and the world.

      The Building Services Unit provides services for the operation and
      maintenance of UC Office of the President buildings.  These services include
      facilities space planning, office layouts, workstation adjustments and
      reconfigurations, project management for tenant improvements, lease
      administration, management of service contracts, furniture procurement,
      moving coordination, security, emergency services, access card and key
      control, reception desks, storage, parking and public transit
      administration.

      Receiving general supervision from the Associate Director of Building
      Services, this position will plan, organize, and coordinate the activities
      of the Parking and Transportation operations so that UCOP employees receive
      their pre-tax transportation benefits, alternative transportation options
      are provided, the various parking facilities are managed effectively, and
      UCOP maintains a positive working relationship with the city and surrounding
      community.

      MAJOR RESPONSIBILITIES & DUTIES

      Parking Program -
      Manage the daily operations, projects and maintenance programs for all UCOP
      parking facilities.

      1. Coordinates parking operations at the Franklin Building:
       a.. Enrolls employees at the Franklin Building parking lot.
       b.. Provides updated information to UCOP community of changes to parking
      procedures and policies; advises regarding parking procedures.
      2. Coordinates parking operations of the off-site parking lots:
       a.. Maintains positive working relationships with off-site parking
      properties; manages parking contracts and leases.
       b.. Facilitates enrollment of employees at off-site lots.
       c.. Acts as liaison between parking staff and employees, assists in
      providing updated information to UCOP community of changes to parking
      procedures and policies, advises regarding parking procedures.
      3. Oversees accurate and timely employee payroll deductions, answers
      questions and resolves problems that may arise with deductions.

      4. Provides customer service to UCOP community; responds to inquiries and
      requests for information; resolves complaints and provides assistance, as
      needed, to UCOP employees, visitors and others regarding parking issues.

      5. Prepares detailed analyses and reports on budgetary and operations
      activities, representing short- and long-term scenarios; reconciles the
      parking ledgers monthly.

      6. Maintains website content related to parking operations, ensuring that
      information is accurate, current, and interesting.

      Alternative Transportation Program -
      Manages the daily operations of the iCommute, Van Pool, and CarShare
      programs to ensure that the UCOP community is provided with alternative
      parking and transportation solutions. Develops new alternative
      transportation initiatives.

      1. Ensures that UCOP employees receive pre-tax parking and transportation
      benefits through the iCommute/WageWorks program by staying abreast of
      changes to the federal program and communicating them to employees, as well
      as raising awareness of the program by implementing promotional activities
      (e.g. ¡V First Fridays, Benefit Fairs, etc.); monitors enrollment and
      utilization of the program.

      2. Coordinates and oversees the accounting of transactions processed through
      the iCommute/WageWorks program; oversees accurate and timely employee
      payroll deductions, answers questions and resolves problems that may arise
      with deductions.

      3. Provides customer service; responds to questions and request for
      information regarding iCommute/WageWorks and other transportation issues.

      4. Maintains databases for the various transportation programs.

      5. Prepares detailed analyses and reports on budgetary and other activities
      for iCommute, Van Pool, and CarShare programs, representing short- and
      long-term scenarios; reconciles alternative transportation program ledgers
      monthly; monitors utilization of these programs.

      Planning, Management, and Administration -
      1. Maintains various parking and transportation databases.

      2. Maintains website content related to parking and alternative
      transportation programs, ensuring that information is accurate, current, and
      interesting.

      3. Attends and participates in professional group meetings; stays abreast of
      new trends and innovations in the field of parking and transportation
      management.

      4. Recommends and assists in the development and implementation of
      department goals and objectives; recommends and implements approved policies
      and procedures for the parking and alternative transportation management
      programs.

      5. Participates in the development and administration of a $250,000
      operating funds and over $1.1 million in other monies within the unit;
      prepares reports and assists in the submission of budgetary recommendations;
      monitors assigned accounts and obtains approval of expenditures within
      established guidelines.


      REQUIRED QUALIFICATIONS

      Education and experience equivalent to an undergraduate degree in
      transportation and/or environmental science and two to three years of
      experience in the field of transportation and alternative transportation
      program management, or an equivalent or related combination of education and
      experience.

      Knowledge of:
       a.. Current principles and practices of parking program administration.
       b.. Operations, services, and activities of a parking and transportation
      program.
       c.. Alternative transportation programs and transportation system
      management concepts.
       d.. Basic principles of accounting and statistical analysis.
       e.. Parking fee assessment practices.
       f.. Computerized parking administrative functions.
       g.. Principles of business letter writing and report preparation.
       h.. Pertinent Federal, State, and local laws, codes and regulations.
       i.. Knowledge of UCOP practices and UC systemwide cultures in order to
      work collaboratively with contacts at all levels of UC.
       j.. Knowledge of UCOP/UCLA Accounting systems to monitor payroll deduction
      transactions.
       k.. Knowledge of parking and transportation administration to implement
      and maintain a program for UCOP employees.
       l.. Knowledge of federal and/or state parking and transportation laws and
      regulations, especially pertaining to pre-tax transportation programs.

      Ability to:
       a.. Prepare clear and concise reports for programmatic and financial
      documentation
       b.. Coordinate multiple projects concurrently
       c.. Investigate and resolve complaints
       d.. Effectively negotiate in hostile situations
       e.. Communicate clearly and concisely, in both verbal and written
      communications

       h.. Follow office procedures and methods
       i.. Use office and computer equipment effectively and be proficient in MS
      Office Suite
       j.. Enter data and manipulate information in databases
