      The Community

      The City of Vallejo is a rapidly changing, highly diverse community of
      approximately 120,000 residents located on Interstate 80 between the cities
      of Sacramento and San Francisco. City Hall is set in a beautiful bay front
      park that overlooks historic Mare Island. The conversion of the former naval
      shipyard to civilian use is an exciting project and provides significant
      economic development opportunities to the City.

      Also located at the bay front park is the City-owned ferry which provides
      direct access to San Francisco. The popularity of this transportation method
      provides for continued development of the waterfront, marina and surrounding
      parks and businesses. Vallejo has a delightful old town area, which is home
      to beautiful Victorians and many historic buildings.



      The Organization

      Vallejo has transitioned into a sophisticated, performance-driven
      collaborative organization. Vallejo has a budget of $293 million, which
      includes a General Fund budget of $81 million and an undesignated General
      Fund reserve of $4 million. The City is a full-service municipality with
      approximately 560 employees assigned to the following departments: Police,
      Fire, Public Works, Human Resources, Finance, Community Development,
      Development Services, City Attorney and City Manager.

      The City is organized as a council-manager form of government. The City
      Council consists of seven members elected at-large for four-year,
      overlapping terms. The Mayor is the presiding officer of the Council and is
      elected at-large. The Mayor and City Council provide community leadership,
      develop policies to guide the City in delivering services and achieving
      community goals, and encourage citizen understanding and involvement.

      Residents of the City of Vallejo play a key role in advising policy
      development. Nine citizen commissions provide recommendations to the City
      Council on such matters as planning, quality of life, human resources and
      community services.


      The Economic Development Division

      The Economic Development Division supports economic growth in Vallejo.  The
      primary goals of the division are to increase the tax base and employment
      opportunities in Vallejo. The division’s services include new business
      recruitment, technical assistance for existing Vallejo businesses, business
      retention, site selection assistance for new and existing businesses, asset
      management of City of Vallejo property and redevelopment projects within the
      four redevelopment areas in the community.



      The division is leading major revitalization initiatives in the downtown and
      waterfront areas and on Mare Island.



      The Position



      This is a single position class responsible for the administration of real
      property services for the City of Vallejo. This newly created position
      performs duties which involve the exercise of considerable discretion and
      latitude of judgment in the formulation and recommendation of policies and
      procedures associated with real property and asset management. This position
      will manage, negotiate, acquire, review, inspect, lease, rent or sell real
      property and sites for public use and improvement projects that are owned or
      will benefit the City of Vallejo; obtain, analyze and use data, related to
      property use, value, location and other aspects of real property or lease
      management; provide expert professional assistance to the Community
      Development Director and City management staff in property and asset related
      matters; and performs related work as required.



      The Ideal Candidate



      The new Real Property and Asset Manager will ideally have had experience,
      including direct responsibility for negotiating complex lease transactions;
      responsibility for managing an asset portfolio of leased and owned property;
      excellent written and verbal communication skills; and ability to work
      independently. He or she will have five years of experience in the field of
      real property administration including acquisition and sale of rights of
      way, property management and lease negotiations. A qualified candidate will
      also possess a Bachelors degree from an accredited college or university
      with major course work in Real Estate, Public Administration or Business
      Administration. Real Estate brokers license, a Real Property Administrator
      (RPA), Certified Property Management (CPM) designation from the State of
      California and/or a SR/WA Senior Right-of-Way Associate Certificate is
      desirable, but not mandatory.



      The Real Property and Asset Manager will be responsible for:



      . Negotiating contracts with independent contractors involved with
      right-of-way acquisitions, appraisals, negotiations and relocations;
      providing direction as needed.

      . Collecting, researching, analyzing and acting on information related to
      property values; site locations, buildings, title clearances, acquisition or
      disposition of property rights.

      . Providing estimated current values on real property.

      . Managing real property projects, including administration of contracts or
      lease agreements, coordination of condemnation procedures and preparation of
      specifications, leases, deeds or other documents.

      . Coordinating real property management activities with appropriate City
      staff, current property owners, neighboring property owners, title companies
      or others as required.

      . Preparing comprehensive reports and cost estimates of real property
      acquisition, leases, obstruction removal and prepares acquisition booklets
      and related information; and cost estimates maintenance and repair
      improvements and correspondence in all matters dealing with property
      management.

      . Consulting with City Attorney’s office and outside legal counsel regarding
      preparation, coordination and follow-up involved with acquisition of real
      property through eminent domain procedures.

      . Handling all City surplus property sales including advertising and
      conducting actual sale of property.

      . Negotiating for the execution of deeds, quitclaims, agreements, partial
      releases, partial reconveyance and other instruments.

      . Supervising and coordinating the relocation assistance program including
      the determination of appropriate payments.

      . Continuously monitoring and evaluating the efficiency and effectiveness of
      service delivery methods and procedures; identifying opportunities for
      improvement and review with the Community Development Director; and
      implementing improvements.

      . Performing related duties and responsibilities as required.



      COMPENSATION AND BENEFITS



      The annual base salary range for this position is $88,795—$107,932. The City
      of Vallejo participates in the PERS retirement system and has the 2.7% at 55
      formula. Employees are required to contribute the 9% employee contribution
      to PERS. Managers receive an annual cash benefit equivalent to 120 hours of
      “PERS-able” pay and also receive 10 days of vacation per year for the first
      4 years, increasing to 15 days thereafter, with additional incremental
      increases based on years of service. The City also participates in Social
      Security and a deferred compensation program is available. The City also
      offers an opportunity for longevity pay after 20 years of service.



      Thirteen holidays (including 2 floating holidays) and 12 sick leave days are
      provided annually. The City offers exceptional city-funded health, dental,
      vision and orthodontic, life insurance and long-term disability insurance
      benefits. Employees are entitled to medical flexible benefits up to $502.04
      monthly in lieu of participating in the City’s medical insurance program.
