Senior Project Manager
East Bay Asian Local Development Corporation (EBALDC) is a 28-year old
community development organization. We are a leading developer and

The Senior Project Manager is responsible for originating,
coordinating and implementing all aspects of the development of affordable
housing projects and retail storefronts. Projects may include new
construction, rehabilitation of existing buildings, or financing the
purchase of new projects. A Senior Project Manager works on a minimum
projects at any one time with mixed-use projects on which the SPM must
finance multiple uses counted as multiple projects.
Real Estate Development Director
$55,000 to $60,000 per year depending on experience; excellent

Identify and evaluate potential project sites and properties,
continuous input throughout the course of project from Property Management,
Construction Management, and Neighborhood Economic Development staff.
Acquisition and Finance agreements
a) Negotiate acquisition agreements;
b) Prepare reports required for
Board approval and manage
c) Monitor terms, conditions
and deadlines for agreements and
manage their timely completion for the Hand-Off to Property Management;
d) Manage summary and preparation
of agreements required for
Hand-Off to Property Management.
e) If required, lead in negotiation
and management of Joint
Venture agreements and manage communication of terms to Executive Director
and RED Director.
Identify members of development design team and negotiate
relating to consultants such as: engineers, contractors, architects, lending
Prepare and monitor project budgets, cash flow projections
Research and secure funding sources to support feasibility,
predevelopment, construction and permanent loan phases of development.
Coordinate application materials for all funding requests.
Prepare and submit loan reports and oversee loan fund draws.
Coordinate with Property Management, Construction and Neighborhood
Economic Development staff on economic/community impact feasibility
Initiate and participate in community support campaign and
presentations to city planning commissions or city councils as necessary.
Oversee preparation of zoning applications and other city
Coordinate and oversee work of development design team to
adherence to project budget and schedule.
Assist with lease negotiations for retail tenants and set-up
Oversee marketing activities for retail spaces and identify
Meet with retail tenants and respond to issues arising during
occupancy, and move-out.
Address and resolve construction warrantee and potential
Represent EBALDC at local and statewide associations.
Participate in department, EBALDC and other staff meetings

Prior experience in non-profit housing development (at least

Knowledge of affordable housing financing programs and experience
completion of one or more rental housing developments in the past 4 years.
Experience with mixed-use developments and complex financing is preferred.
Bachelor’s Degree in Business Administration, Planning,
a related field, Master’s degree preferred.
Ability to balance competing priorities to meet development
for multiple projects.
Valid California Driver’s License
