      Job Opening: Policy Analyst

      The East Bay Alliance for a Sustainable Economy (EBASE) is at the forefront
      of the economic justice movement in the East Bay. We build coalitions of
      labor unions, community and faith-based organizations to win strategic
      policies that increase incomes for low-wage workers and empower residents of
      low-income communities. EBASE has led winning campaigns for economic equity
      policies in several East Bay cities and at the Port of Oakland.

      We are seeking a policy analyst to support our “Accountable Development”
      program. The goal of the program is to ensure that new housing and
      commercial development in the East Bay region results in good jobs for the
      region and community benefits for local stakeholders. Using research,
      organizing and coalition building, we lead campaigns to win benefits such as
      stronger rights for workers to organize into unions, living wage jobs,
      employer sponsored health insurance, first source hiring, job training
      programs, affordable housing and neighborhood services such as child care.


       a.. Support campaigns to win community benefits from large-scale
      development projects with research and analysis.
       b.. Research and write about the social and economic impacts of
      large-scale development, both local and regional.
       c.. Research and help develop local government policies that create
      community benefits and increased opportunities for worker organizing.
       d.. Advocate for policies, in coordination with EBASE staff and coalition
      partners. This could include public testimony to government officials,
      lobbying and outreach to allies.
       e.. Develop and give trainings to community and labor leaders on
      accountable development issues.
      The policy analyst is responsible directly to the Research Director and may
      supervise interns.

      Required Experience and Abilities

       a.. Demonstrated commitment to building long-term power for low-wage
      workers, immigrants and people of color (work experience, volunteer
      activism, etc).
       b.. Demonstrated experience and skill in writing on policy issues.
       c.. Willingness to work long hours and on some weekends.
       d.. 2-3 years of research or political advocacy on public policy issues is
       e.. Masters degree in public policy, urban planning or similar program is
      preferred. College-level coursework in social sciences is a minimum
       f.. Experience in quantitative analysis, including facility with
      spreadsheets, preferred.
       g.. Knowledge of local government planning, land use regulations or
      finance is preferred.
      Salary range is $30,000 to $40,000, depending on experience. Excellent
      benefits package, including employer-paid health insurance, paid time off
      and pension.
