      Key Responsibilities

      The City of San Jose offers an exciting career opportunity for city planners. San Jose is a large and growing city, located within a dynamic region of the Bay Area. The City of San Jose Planning staff work in a wide variety of roles, including current and long-range planning, environmental review, data analysis and public information. The City of San Jose Planners are often given the opportunity to explore a wide variety of current planning practices through large and complex projects. A Planner I performs beginning level professional planning duties, including the analysis of planning issues, the preparation and presentation of reports or planning studies, and the processing of zoning and land use permits. A Planner II performs advanced level professional planning duties, including the analysis of planning issues, the preparation and presentation of reports or planning studies, and the processing of zoning and land use permits. This position requires independent judgment and initiative.

      This classification is represented by Municipal Employees Federation (MEF) Local 101.

      Desirable Qualifications

      The ideal candidate will possess the most desirable combination of training, skills and experience, as demonstrated in past and current employment history. Desirable experience, knowledge and skills for this position include:

      ·        Knowledge of: Principles, practices, and purposes of city planning and the current trends in Federal, State, and local planning; nomenclature, symbols, methods, practices, techniques, and instruments used in planning, and mapping; zoning and general plan principles; organization of local government and basic concepts of public administration; environmental law; computer tools such as spreadsheet, presentation, GIS, and graphics programs.

      ·        Ability to: Apply planning principles and practices to professional planning duties; carry out complex oral and written instructions and prepare comprehensive and concise reports; manage City review of complex development proposals; establish and maintain effective working relationships with associates, government officials, and representatives of various groups and organizations; collect, analyze, and interpret data pertaining to planning and zoning projects; analyze and interpret statistical, economic, and highly technical data pertaining to City planning; use computer programs involved in the performance of job functions; work independently, with little day-to-day supervision.

      Minimum Qualifications

      Any combination of training and experience equivalent to the following:

      Education: A Bachelor’s degree from an accredited college or university in planning, architecture, urban or regional planning, urban design, architecture, geography, environmental studies or a closely related field (degree must be earned by the final filing date).

      Experience: Planner I - none; Planner II - Two years of experience equivalent to the level of Planner I with the City of San José or a Master’s Degree from an accredited college or university in urban or regional planning, urban design, architecture, geography, or environmental studies or a closely related field.

      Acceptable Substitutions: A Master’s Degree from an accredited college or university in urban or regional planning, urban design, architecture, geography, or environmental studies or a closely related field can substitute for the required two years of experience for Planner II (sixty semester hours of relevant graduate course work can substitute for the required graduate degree).

      Certification or License: Possession of a valid California driver’s license may be required for some assignments.

      This is a class-based recruitment for Planner positions in the Department of Planning, Building and Code Enforcement. Providing you meet the minimum qualifications and move forward through all phases of the selection process, your application will be added to a qualified candidate group for six months. If it is necessary, the qualified candidate group maybe extended for longer period of time. When a vacancy in this classification needs to be filled, applicants from the qualified candidate group will be considered.

      Selection Process

      The selection process will consist of an evaluation of an applicant's training and experience based on the resume and answers to the job-specific questions. Only those candidates whose backgrounds best match the position will be forwarded to the next phase of the selection process, which consists of an oral interview and a written exercise.

      You will be prompted to answer the following job-specific questions in the online application process:

      Are you a U.S citizen or a permanent resident (green card holder)? If no, you must have an authorization to work from the Immigration Office, and this authorization must not be tied to 18-month practical training exemption. We do not accept H1B visa holders. Please indicate the type of authorization by the Immigration and Naturalization Office.

      For either Planner I or Planner II position, please write an essay in 300 words or less, highlighting your primary qualifications for the position of Planner I/II.

      For either the Planner I or Planner II position, please write a short response (300 words or less) indicating what specifically interests you about working as a Planner for the City of San Jose and what you consider to be the most significant planning issues for San Jose

      For either the Planner I or Planner II position, please write a short response (300 words or less) indicating what, in your opinion, are the primary purposes and applications of the General Plan in planning for San Jose .

      Please insert a short writing sample (2000 words or less) that demonstrates your analytical writing ability.

      Please list the computer software programs, including GIS, graphics and database software, with which you are familiar and indicate your level of competency for each.
