      hiring a Neighborhood Team Manager (Development
      Officer) and Development Specialist. (see
      descriptions below) We are looking for two highly
      motivated and experienced professionals to join us in

      Strong Neighborhoods Development Specialist

      The Strong Neighborhoods Development Specialist will
      be an integral part of a Neighborhood Team which
      facilitates the implementation of the three goals of
      Strong Neighborhoods: building leadership capacity,
      implementing neighborhood priorities and improving
      city services.
      The Development Specialist will assist in the
      management and development of project budgets, and
      work with community members, non-profit leaders,
      consultants and City staff to implement capital and
      service improvements. Other responsibilities for this
      position include engaging neighborhoods in change,
      working with City Community Coordinators and Community
      Activity Workers as a team to implement neighborhood
      priorities, preparing analysis of projects or programs
      for departmental or Council review. Typically, each
      Development Specialist in the Strong Neighborhoods
      will be assisting a team responsible for:
      • Facilitating the implementation of 30+
      priority projects
      • Assisting with the expenditure of $15+ million
      over 5 years
      • Leading two or more special projects relating
      to Strong Neighborhoods
      • 2-4 neighborhoods
      • Working with neighborhood leaders and City
      Staff to implement projects
      • Coordination of monthly neighborhood meetings
      • Ensuring there are opportunities for creative
      community participation during project planning and
      implementation

      The position will report to a Neighborhood Team
      Manager who in turn reports to the Strong
      Neighborhoods Manager, San Jose Redevelopment Agency,
      who reports to the Assistant City Manager.

      Desirable Qualifications
      The ideal candidate will possess excellent project
      management skills and experience in public
      administration, planning, community organizing and/or
      economics as demonstrated in past and current
      employment history, and a good sense of humor.
      Desirable experience, knowledge and skills for this
      position include:
      • Knowledge and understanding of neighborhood
      planning, urban development, community organizing, and
      community participation,
      • Ability to work as a team with other City
      staff to ensure smooth implementation of neighborhood
      projects,
      • Ability to communicate effectively, both
      orally and in writing,
      • Experience in writing and preparing clear and
      concise reports,
      • Experience in analysis and creation of
      presentations,
      • Experience in facilitating public forums and
      working with citizens,
      • Ability to develop and maintain good working
      relationships with private and public agencies,
      • Experience and sensitivity toward interacting
      and contributing within a community of multi-cultural,
      multi-ethnic, and socio-economic diversity; be
      experienced in and supportive of diversity in the
      workplace.
      • Ability to speak Spanish or Vietnamese is
      preferred.


      Minimum Qualifications
      Any combination of training and experience equivalent
      to the following:
      1. Education: Completion of a Bachelor's Degree from
      an accredited college or university in Planning,
      Political Science, Sociology, or related field.
      2. Experience: Two (2) years of experience in local
      government, planning, redevelopment or a non-profit
      agency.
      3. Acceptable Substitutions: A Master's Degree in
      Public Administration, Planning, Economics, or Real
      Estate can substitute for the experience required.
      Additional financial, property management, or mortgage
      banking experience can substitute for college course
      work on a year-for-year basis.
      4. Certification or License: Possession of a valid
      California driver's
      license.

      Strong Neighborhoods Team Manager (Development
      Officer)

      The Strong Neighborhoods Neighborhood Team Manager
      (Development Officer) will lead a Neighborhood Team in
      facilitating the three goals of Strong Neighborhoods:
      implementing neighborhood priorities, building
      leadership capacity, and improving city services. The
      Neighborhood Team Manager will manage project budgets,
      and work with community members, urban designers,
      transportation specialists, non-profit leaders,
      consultants and City staff to implement capital and
      service improvements. The Neighborhood Team Manager
      will also be responsible for engaging neighborhoods in
      change, and creating development opportunities
      including public and neighborhood improvements.
      Typically, each Neighborhood Team Manager in the
      Strong Neighborhoods will be responsible for:
      Overseeing the implementation of 30+
      priority projects Supervising a staff
      of 2-4 Community Coordinators, Community Activity
      Workers or Development Specialists
      Leading several special projects
      relating to Strong Neighborhoods. 2-4
      neighborhoods Working with 60
      neighborhood leaders Ensuring
      opportunities for involvement of 30,000+ residents
      The position will report to the Strong Neighborhoods
      Manager, San Jose Redevelopment Agency, who reports to
      the Assistant City Manager.

      supervision,
      • Experience in preparing contracts, other legal
      documents, Council/Board Memos, etc.,
      • Ability to analyze various types of community
      problems and implement policy changes to improve
      service delivery,
      • Experience and sensitivity toward interacting
      and contributing within a community of multi-cultural,
      multi-ethnic, and socio-economic diversity; be
      experienced in and supportive of diversity in the
      workplace, and
      • Ability to communicate effectively, both
      orally and in writing.

      1. Education: Bachelor’s degree from an
      accredited college or university in economics,
      political science, planning, public administration,
      social work, sociology or related field.
      Master’s degree preferred.
      2. Experience: Four years experience in local
      government, planning, redevelopment administration,
      economic development, or community organizing and
      related supervisory experience involving the
      organization and management of a comprehensive
      specialized program providing for the improvement of
      neighborhoods or community. Ability to speak Spanish
      or Vietnamese is preferred.
      3. Certification or License: Possession of a valid
      California driver’s license.
