      There will be a special program on efforts to control flooding in New Orleans
      in past
      years.  It will be on PBS:

      " With the death toll rising and the damage estimates in the billions, NOW
      reports on why
      New Orleans was virtually defenseless against hurricane Katrina. On Friday,
      September
      2, 2005 at 8:30 P.M. on PBS (check local listings), NOW explores how one of
      the biggest
      civil engineering projects in US history-the levying of the Mississippi
      River-set off an
      environmental chain reaction that helped destroy the natural barrier
      protecting New
      Orleans from catastrophic storms. "

      The central question is:  could this disaster have been avoided in a more
      plan-ful society,
      one which doesn't believe markets know all and solve all?
