      Job Description:
      POSITION DESCRIPTION
      The duties of the Program Associate are varied and integral to the work of
      the Council.  Intellectual curiosity, solution-driven orientation,
      commitment to the organization’s mission, flexibility, and creativity within
      the specifications of the position are assets, as is knowledge of the
      Oakland community.

      Urban Strategies Council seeks a full time Program Associate for Community
      Safety and Justice.  This position requires someone with a combination of
      training, skills and experience in policy research and analysis;
      collaborative and work group management and support; program and materials
      development; data collection and data analysis; and meeting planning and
      support.  The Program Associate will coordinate and supervisor the
      activities of one or more research assistants or interns.  Specifically, the
      Program Associate will work in three areas: 1) provide
      support to community stakeholders in assessing and planning for coordinated
      service design and delivery for formerly incarcerated people returning to
      the community; 2) collect and analyze data and information on county, city
      and neighborhood level data on crime, incarceration, parole and probation;
      and 3) develop and advocate for policies related to issues affecting the
      formerly incarcerated, violence prevention and disparate   involvement of
      people of color in the criminal justice system.  This data will be collected
      from state and local agencies and community-based organizations. Additional
      skills or experience in GIS, administrative data sets, data presentation for
      lay audiences,
      community participatory research, and/or data-informed community planning,
      evaluation and decision-making are preferred.

      SPECIFIC DUTIES INCLUDE:
      •                 Work to plan, facilitate and staff various community convenings and work
      groups related to community safety and justice and reentry
      •                 Participate in policy analysis on local, regional and national issues
      impacting low-income families and communities
      •                 Edit and publish an electronic newsletter
      •                 Provide research assistance to support projects of Council staff and
      partner organizations
      •                 Manage the Council’s websites pages on community safety and justice,
      regularly posting new information and creating
      easy-to-use interfaces
      •                 Identify and analyze administrative data sets
      •                 Conduct research and data analysis in such areas as demographics, housing,
      health, education, employment and economic development related to formerly
      incarcerated persons and their families and neighborhoods
      •                 Interpret data and prepare narrative descriptions of analyses to inform
      strategic discussions
      •                 Respond to organizational and community requests for data, analyses, maps
      and other information
      •                 Supervise activities of research assistants and interns
      •                 Perform other duties as required

      QUALIFICATIONS:

      Education Requirements
      •                 Master’s Degree in criminology or criminal justice preferred, but will
      consider sociology, public policy, social work or similar field (three years
      experience may be substituted for the Masters degree).
      •                 Two years work experience in criminal justice research, policy analysis or
      direct services

      Training, Experience and Proficiency in:
      •                 Creating and maintaining databases (Excel and Access required)
      •                 Data analysis, interpretation, report preparation and presentation
      •                 Research methods and quantitative analysis using statistical packages
      (STATA, SPSS, or SAS)
      •                 Oral and written communication
      •                 Facilitation, training and research support for people without backgrounds
      in research (preferably in support of community planning and action)
      •                 Working with people from diverse ethnic, linguistic, economic and
      professional backgrounds
      •                 Community participatory action research

      Additional qualifications preferred
      •                 GIS skills
      •                 Good organizational skills.  Must be self-starter and be able to work as
      part of a team
      •                 Bi-lingual a plus
