      POSITION ANNOUNCEMENT

      PLANNING AND ZONING ADMINISTRATOR

      The City of Springfield announces an UNCLASSIFIED
      vacancy for the position of Planning and Zoning
      Administrator within the Department of Engineering and
      Planning.

      PAY RANGE: $51,397 - $65,624, plus excellent
      benefits

      This is professional, administrative work in directing
      the Planning Division. Work involves responsibility
      for current and long-range planning, zoning,
      subdivision review and administration, as well as
      enforcement of zoning codes and ordinances. Work
      involves reviewing requests for zoning changes,
      variances, conditional uses, and proposals for
      subdivisions and lot splits as well as preparing and
      presenting reports. Work is performed under the
      general direction of the Director of Engineering and
      Planning.

      This position is responsible for planning, assigning
      and reviewing of work projects; preparing data for use
      in Federal program applications and special reports;
      Assisting in acquisition of property and relocation of
      owners and tenants; Reviewing requests for rezoning,
      variances, right-of-way appeals, special exceptions,
      conditional uses and nonconforming use changes, and
      subdivisions of land and lot splits; making field
      inspections and visits; Issues zoning approvals for
      building and sign permits; responds to complaints of
      alleged zoning violations and issues zoning
      certificates; Explains, interprets, and answers
      questions for other staff members and citizens
      regarding rezoning and subdivision regulations;
      Prepares reports on proposed annexations, including
      cost/benefits analysis relative to utilities and
      services; Provides staff support to and attends
      meetings of the Board of Zoning Appeals (BZA) and City
      Planning Board, including preparing and maintaining
      appropriate records and reports, serving as secretary
      to these boards; Recommends changes and amendments to
      the zoning ordinances and flood plain ordinance; and
      performs other related work and other duties as
      assigned.

      This position requires graduation from a four-year
      college or university with major course work in the
      field of urban or regional planning or a related
      field, a graduate degree in one of these fields is
      preferred, combined with several years experience in
      urban or regional planning or any equivalent
      combination of experience and training which would
      provide the following knowledge, skills, and
      abilities: knowledge of principles and practices of
      urban planning and development; knowledge of urban
      economics, municipal finance and sociology as applied
      to urban planning and development; Knowledge of the
      principles and provisions of various ordinances,
      codes, and regulations pertaining to planning, zoning,
      and land subdivision; Ability to direct and supervise
      the activities of professional, technical, and
      administrative personnel; Ability to coordinate
      division activities and programs with other municipal
      departments and public agencies; Ability to direct and
      perform technical research; to study, analyze, and
      prepare and present oral and written reports from such
      research; Ability to present technical information
      clearly to professional groups and to the general
      public; Ability to obtain knowledge of departmental
      and city policies and procedures in the enforcement of
      zoning and subdivision regulations; knowledge of land
      measurement, maps, and legal descriptions; knowledge
      of the requirements relating to the acquisition of,
      expenditure of, and record-keeping requirements of
      State and Federal grant funds and funding sources;
      Ability to establish and maintain effective working
      relationships with subordinates, municipal officials,
      board members, representatives of other agencies, and
      the general public; and the ability to express ideas
      effectively, both orally and in writing. A valid Ohio
      Driver’s License is also required of this position.
