      The talk will illustrate how Hong Kong has met changing community expectations through the joint efforts of the Government and the public at large. Professor Lee, a Charted Engineer (UK) and Fellow of the Hong Kong Institution of Engineers, has a Ph.D. in Geotechnical Engineering from the University of Western Ontario.  He has served as a specialist/advisor to the United Nations Development Plan, the World Bank, the Asian Development Bank, and the Canadian International Development Agency.
