      Note: The normal salary range is $66,664 - $89,362.  Appointments above the
      maximum of the normal salary range $89,362 may be considered based on
      documented and substantiated recruitment and retention issues or exceptional
      skills.  A special approval process is necessary for appointment above the
      normal salary range and therefore a higher salary appointment cannot be

      Appointment Type:  Provisional:  Provisional incumbents will be required to
      succeed in a Civil Service Examination process for this class in order to be
      considered for a permanent appointment

      Position Description:  Major functions of the Economic Development Project
      Manager include:

      *         Researching, developing and implementing the City’s business
      attraction and retention programs and efforts

      *         Researching, analyzing and implementing initiatives and policies
      to improve and expand economic activity in the City and its neighborhoods.

      *         Developing and updating City’s economic development plan and
      developing periodic reports on City’s economic condition by market sector.

      *                 Performing financial analyses, cash flow modeling and valuation for
      proposed public/private development projects.

      *         Managing complex public and public-private development projects,
      including the negotiation of leases, disposition and development agreements;
      participating in design of the environmental review and entitlement process;
      and developing and implementing community planning efforts.

      Minimum Qualifications:

      1.                   Possession of a baccalaureate degree from an accredited
      college or university insert in Public Policy, Planning, Business, Finance
      or related field; AND
      2.                   Three years of verified professional experience in
      public policy or related field, including business attraction and retention,
      community development and economic development.

      Substitution:  Additional qualified work experience may be substituted for
      the required education on a year-for-year basis (30 semester/45quarter units
      equal one year).  The following specific advanced degrees may substitute for
      one year of the required work experience: MBA in Business Administration, MA
      in City/Urban Planning, MA in Public Policy or related field.

      Desirable Qualifications:
      1.   Established track record of working successfully with community based
      organizations and local officials.
      2.       Effective project management and oversight skills.
      3.       Ability to research and analyze complex public policy initiatives
      and present findings and recommendations.
      4.       Knowledge of real estate transactions and associated financial
      5.       Knowledge of environmental, planning and entitlement procedures,
      codes, laws, and regulations.

      Compensation and Benefits:  In addition to competitive salaries, the City
