      Homeownership Director
      Program Summary

      The Unity Council's Homeownership Center (HOC) works to build healthy
      communities and expand
      homeownership opportunities for lower income and under-served minorities in
      the city of Oakland.
      HOC provides high quality real estate products and services, including
      homeownership education and
      counseling, attractive lending products, and an IDA program.

      The Program Director will have responsibility for developing and managing
      real estate financial
      services, programs and projects to meet the goals and critical success
      factors of the
      Homeownership Center.

      The Position - Program Development and Management

      Community Education and Counseling: Responsible for managing homebuyer
      education and counseling activities, including:
      Establishing effective homebuyer training and counseling services;
      Developing and maintaining systems for client tracking, reporting and
      Ensuring effective community outreach and marketing efforts.
      Residential Lending: Responsible for managing residential loan programs,
      Establishing appropriate oversight systems and procedures for lending
      programs and manage the operations of these programs;
      Marketing of real estate services and loan products in primary and secondary
      service areas;
      Supervising staff in the performance of counseling and lending programs.

      Fund Development
      To engage on fund raising efforts to support projects and programs of the
      Real Estate Development and Management Division, including identifying new
      funding sources, responding to requests for information, preparing
      proposals, plans, developing fundraising strategies, and developing
      partnerships with public, private and non-profit sectors.

      Contract Management
      Maintain and report compliance with funding source requirements.

      Program Management
      Supervise and evaluate staff performance;
      Develop and manage budget.

      Community Relations
      Advocate for the needs of the community;
      Respond to City planning initiatives and urban policies, including the
      Consolidated Plan;
      Attend and participate in appropriate public meetings of the City Council,
      District Councils, boards and commissions, and the community.
      Perform additional duties as assigned by management.


      Skills, Knowledge, & Abilities
      Bachelors Degree required, preferably Master's Degree in related field such
      as city planning or real estate;
      Minimum four years experience in real estate, financing, affordable housing
      development or housing program administration, federal housing programs, or
      Ability to work with minimal supervision;
      Experience in fundraising and strong proposal writing skills;
      Knowledge of HUD and City housing programs;
      Ability to effectively and sensitively communicate both orally and in
      writing with a broad range of people and agencies;
      Strong time management skills, an ability to meet deadlines, and to direct
      and motivate others;
      Expertise with computer processing and spreadsheets;
      Ability to work harmoniously in a multicultural team;
      Familiarity with non-profit housing and community development corporations;
      Bilingual Spanish/English.
