      Background:  East Bay Habitat for Humanity is a non-profit housing developer working in Alameda County and Western Contra Costa County since 1988.  We currently build 12-15 houses per year and are expanding our production with upcoming projects in Oakland and Richmond.   We build housing in partnership with very-low income families and rely primarily on volunteers.  East Bay Habitat has received a Green Builder Certification and is implementing advanced sustainable techniques in site and building construction.  In 2004, the Adams Avenue project in Fremont earned a California Redevelopment Association award, and the Fruitvale Avenue project in Oakland received the Phoenix Award from the U.S. Environmental Protection Agency.  We are committed to collaboration with local organizations and residents through community design workshops and other participation.  Future projects involve brownfields cleanup and sustainable architectural design and construction.       Position Summary:  The Project Manager (PM) is a full time, exempt position, responsible for managing the pre-development process on multiple projects simultaneously.  This includes: determining feasibility, developing and managing project budget, establishing time and cost schedules for project phases, securing project financing with private and government sources, and working with the government and local community groups during the planning and development process.  The Project Manager will provide support and guidance to the Construction Manager and/or Contractor for projects through construction and ensure a smooth transition of the process from development through occupancy.  The project manager also is responsible for seeking out, locating, evaluating and negotiating new development site acquisition opportunities.   The PM reports to the Housing Development Director.
      General Duties and Responsibilities:  
      Know the EBH strategic plan and understand your role in it.
      Know EBH/HFHI History and Policies.
      Ensure cost effective but high quality development that reinforces EBH���s commitment to simple, decent housing that is environmentally and socially sustainable.
      Preserve EBH���s existing relationships and build new ones through professional and respectful conduct with outside entities.

      Specific Duties and Responsibilities:
      Site Acquisition:                 Research, locate, evaluate, site acquisition opportunities for EBH���s construction program.
      Feasibility Studies: Conduct feasibility studies and develop project pro formas.
      Contract Negotiation:                Negotiate purchase agreements and related contracts.
      Project Financing:                Seek and secure public and private financing for projects; monitor or coordinate disbursement requests by accounting/bookkeeping staff; managing project costs to the approved budget.
      Project Team:                      Coordinate selection and monitor performance of architects, consultants, attorneys, engineers, and other project specialists.  Coordinate project-related work of Fundraising, Homeowner Relations, and Construction Management departments to ensure adherence to project budget and schedule.
      Planning and Permitting Process:  Coordinate EBH���s representation before government agencies and community organizations; Oversee preparation of zoning and public improvement permit applications and other required approvals in coordination with project team.
      Project Schedules:                  Create and coordinate project schedules and maintain process for project team adherence and accountability to timelines
      Project Reports:                  Prepare reports to funding sources for projects.  Provide periodic reports to the EBH staff or board of directors on project progress or key issues and findings.

      Minimum four years experience in housing and real estate development, real estate finance or planning. At least two years experience as a Housing Development Project Manager. 
      Bachelors Degree in business, real estate, or planning; Masters in Urban Planning, Architecture, or Business Administration desired.
      Experience and knowledge in developing affordable housing projects within deadline and budget from start to finish.
      Ability to manage and coordinate multiple activities of project development from inception to completion.
      Knowledge of government permit and funding processes.
      Knowledge of non-profit housing development issues, policies and procedures.
      Strong financial background, and experience with real estate financing.
      Strong oral and written communication skills.
      Proficient in Microsoft Project, Excel and Word, aptitude to learn project management software programs.
      Ability to seek creative solutions to situations as they occur.
      Have a temperament that is patient with the problems of a volunteer-run, non-profit organization and the ability to create a work environment that is cheerful, productive and inclusive;
      Commitment to the HfH mission to build low-cost housing;
      Ability to work effectively with groups and make community presentations.
