      ASSISTANT PLANNER
      MARIN LOCAL AGENCY FORMATION COMMISSION (LAFCO)

      Background:
      Each County in California has a Local Agency Formation Commission, or
      LAFCO,
      as provided in the Cortese-Knox-Hertzberg Act of 2000. LAFCO is a state
      agency, but is implemented by locally appointed boards. LAFCOs are
      responsible for planning the boundaries and organizational structure of
      local government agencies and for processing proposals for boundary
      changes,
      incorporation of new cities, formation, consolidation or dissolution of
      special districts.
      Position:
      Marin LAFCO has approved a new staff position for a three-quarter time
      Assistant Planner. The Assistant Planner will participate in research for
      complex studies of local government organization; prepare and coordinate
      presentations on projects to public agencies and community groups; assist
      in
      processing of proposals for changes to local government boundaries and
      perform other work as assigned.
      The Assistant Planner will be given training and direct supervision in
      analysis of local government services and alternatives for the
      organization
      of cities and special districts. Additional training in the implementation
      of the boundary change process under the Cortese-Knox-Hertzberg Act will
      be
      provided.
      Examples of work assignments include:
      * Research for studies of local government services (spheres of
      influence) including land use, population patterns and trends, community
      design, subdivision plans and other projects.
      * Preparation of environmental review documents.
      * Analysis of data to determine impact on existing and future
      community
      services including the preparation of maps.
      * Routine work in various phases of processing proposals for changes
      to
      the organization or boundaries of local government agencies, e.g.
      annexations of territory to cities and special districts, consolidations
      of
      special districts, and formation of new agencies.


      Qualifications:
      Any combination of education and experience providing the knowledge and
      skills listed below:
      * Principles and practices of urban and regional planning,
      including codes,
      ordinances and laws related to community and current planning, zoning,
      environmental review and land subdivision.
      * Research and statistical methods as applied to the
      collection, tabulation
      and analysis of data essential to planning studies.
      * The principles and practices concerning basic statistical
      and analytical
      research and report writing.
      * The organization of local government and concepts of
      public
      administration.
      This position is three-quarter time (30 hours per week). Competitive
