MARIN LOCAL AGENCY FORMATION COMMISSION (LAFCO)
Each County in California has a Local Agency Formation Commission, or
as provided in the Cortese-Knox-Hertzberg Act of 2000. LAFCO is a state
agency, but is implemented by locally appointed boards. LAFCOs are
responsible for planning the boundaries and organizational structure of
local government agencies and for processing proposals for boundary
incorporation of new cities, formation, consolidation or dissolution of
Marin LAFCO has approved a new staff position for a three-quarter time
Assistant Planner. The Assistant Planner will participate in research for
complex studies of local government organization; prepare and coordinate
presentations on projects to public agencies and community groups; assist
processing of proposals for changes to local government boundaries and
perform other work as assigned.
The Assistant Planner will be given training and direct supervision in
analysis of local government services and alternatives for the

* Research for studies of local government services (spheres of
influence) including land use, population patterns and trends, community
design, subdivision plans and other projects.
* Preparation of environmental review documents.
* Analysis of data to determine impact on existing and future
services including the preparation of maps.
* Routine work in various phases of processing proposals for changes
the organization or boundaries of local government agencies, e.g.
annexations of territory to cities and special districts, consolidations
special districts, and formation of new agencies.

* Principles and practices of urban and regional planning,
ordinances and laws related to community and current planning, zoning,
