The City of San Jose’s Planning, Building and Code Enforcement (PBCE) Department is recruiting to fill a permanent Division Manager position in the Planning Division that will be responsible for management oversight, quality control, and technical expertise for a combination of Planning programs, such the City’s environmental review process for all public and private projects, Zoning Code and other land use policy updates, and key data analytics regarding the General Plan’s implementation. Each of these programs has several components. For example, the environmental review work involves not only the review and preparation of environmental documents in compliance with the Municipal Code and State law (California Environmental Quality Act), but also completing Mitigation Monitoring activities, assisting with the implementation of a recently adopted Habitat Conservation Plan, participating in regional agency CEQA thresholds, and leading PBCE’s participation in the Green Vision and related sustainability efforts. Under the supervision of the Planning Official/Assistant Director, the Division Manager is responsible for the day-to-day operations of assigned Planning functions which include service delivery, performance measurement, supervision of staff, direct customer service, process improvements, and budgeting. As with all Planning Division positions, the work of the Division Manager advances the vision for San Jose as embodied in its General Plan, in collaboration with staff in PBCE, other City Departments, customers, and the community.
