Sr. Analyst Business Development

SUMMARY OF DUTIES:
Incumbent analyzes complex project proposals, recommends solutions or
detailed action plans, researches and writes corridor studies or other
comprehensive rail plans. Researches and responds to internal and
external agency requests for information.
Performs work required to analyze and/or support existing and proposed
contracts for commuter, state-supported or private venture rail
services. Makes oral and written presentations to various govt.
agencies, railroads and Amtrak management. Monitors contract adherence
to project scope schedule and budget, and recommends corrective action
Plans, collaborates, and provides information for projects, proposals
and resolution of contract issues.
Tracks project milestones, monitors contract performance and
compliance, and retrieves/analyzes data for projects and programs.
Presents information on Amtrak policies, services and contracts, and
responds to information requests.
Researches, writes and edits various management reports on a regular
basis to provide status reports, updates and otherwise communicate
with internal and external agencies.
Participates as a team member or leader in designated working groups
to prepare or otherwise support Amtrak bid proposals, respond to RFIs,
RFPs and other business solicitations.
Researches, writes and edits grant applications and other funding
proposals for capital projects in support of state or commuter
agencies. Prepares letters of support or agreements in principle and
otherwise provides documentation for Amtrak support of capital
investments or other rail improvements.
EDUCATION: Bachelor’s degree or an equivalent combination of training,
education and work experience.
WORK EXPERIENCE: Minimum of five years’ experience in agreement
negotiation, contract administration, transportation planning, and/or
QUALIFICATIONS: *Demonstrated experience in developing/analyzing
business proposals. *Proven ability to provide superior customer
service through effective partnership strategies and timely responses.
*Experience working in a team environment and in collaboration with
internal departments and external agencies. *Demonstrated ability to
analyze financial trends and conduct data analysis. *Expertise using
business software (e.g. Excel and databases). *Experience in planning
or analyzing transportation projects, completion of Service
Development Plans, Corridor Studies and/or new passenger rail service
PREFERRED: Advanced degree in business or transportation related discipline.
Experience working with project management software; for example,
