Western Contra Costa Transit Authority (WestCAT) provides local fixed route,
express, and paratransit public transportation service to the cities of
Pinole and Hercules, and the unincorporated communities of Crockett, Rodeo,
and Tara Hills in Western Contra Costa County. In addition, WCCTA provides
commuter transbay bus service between the Willow/Hercules area to the San
Francisco Transbay Terminal. WCCTA has an immediate opening for a qualified
transit planner/analyst to assist in a broad range of planning and reporting
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The Planner/Analyst position will be responsible for assisting in
development of the Authority’s long range, short range, and capital
planning, and provision of technical and analytical resources to the General
Manager to enable the Authority to provide quality transit service which
responds to community and passenger needs.
Specific responsibilities include the following and other duties as
a.. Participation in the Authority’s planning function.
a.. Participation in the creation of action plans which will provide for
service improvements and expansions as additional funding resources become
a.. Participation in the development of procedures and methodology for
reporting and analysis of data to establish trends, measure performance, and
indicate needs for service improvements.
a.. Participation in monitoring measurable goals and objectives for the
performance of the transit system.
a.. Development and preparation of the Short Range Transit Plan (SRTP) and
special planning studies and projects as needed.
Provide Liaison to:
1. Various city/county staff and agencies.
2. Various Regional Transit Agency Committees.
3. MTC Committee meetings.
4. Member jurisdictions’ citizen committees.
Participate in service development activities including:
1. Route design.
2. Bus stop locations.
3 Service Performance analysis and adjustments.
4 Response to and generation of specific proposals.
5. Actively seek new funding opportunities for bus transit projects
Provide support to Marketing Committee in outreach activities that support
both, local planning and marketing goals.

EDUCATION and/or EXPERIENCE
Bachelor’s degree from four-year college or university; and at least two
years related experience and/or training; or equivalent combination of
education and experience.
Ability to read, analyze, and interpret general business periodicals,
professional journals, technical procedures, and governmental regulations.
Ability to write reports, business correspondence, and procedural manuals.
Ability to effectively present information and respond to questions from
managers, customers and the general public.
Ability to work with mathematical concepts. Ability to apply concepts such
as fractions, percentages, ratios, and proportions to practical situations.
Ability to solve practical problems and deal with a variety of concrete
variables in situations where only limited standardization exists. Ability
to interpret a variety of instructions furnished in written, oral, diagram
or schedule form.
Working knowledge and comfort level with PC based Windows spreadsheet,
database, and word processing software is required.
Commensurate with experience. Medical and Dental coverage provided by
WCCTA. In addition, WCCTA contributes an amount equivalent to 8% of gross
salary to a deferred compensation program.
