                 Urban Planner & Team Leader - China

                 PADCO is putting together a multidiscipline team to support
      China's ongoing activities involving the formulation and implementation of
      the eco-city development program, the improvement of tools, techniques and
      standard of eco-city development planning, and the disseminating the
      experience of sustainable development in selected cities.

                 We are seeking an experienced Urban Planner with strong
      leadership a skills to manage the overall activities of three foreign
      experts and nine national consultants. S/he will also work with city
      governments to assess environmental conditions, urban development and
      associated environmental change and recommend improvements to environmental
      regulations, investment, and institutions. S/he will be responsible for all
      reporting and interaction with the Ministry of Finance. Duties will include,
      but not be limited to the following:

                 - Prepare inception report and work plan;
                 - Define criteria and select three Chinese cities;
                 - Review environmental legislation, make recommendations on
      appropriate standards, legislation and control methods;
                 - Develop reference / database of resources, urban development,
      environmental quality, point sources, and socio-economic factors;
                 - Characterize urban development and associated environmental
                 - Identify environmental infrastructure;
                 - Prepare medium- and long-term growth scenarios;
                 - Review housing and associated demands for water, sanitation,
      transportation and other services;
                 - Prepare program for improving environmental quality;
                 - Review associated investment costs and cost-benefit of
      existing process and proposed plan;
                 - Formulate long-term HR development program;
                 - Institutional assessment of local government and
      recommendations for change;
                 - Supervise and conduct training workshop;
                 - Prepare draft and final master report.

                 - Master's degree in urban planning, public administration,
      landscape architecture, or environmental management or related field, Ph.D.
                 - Minimum of 10 years experience in urban planning;
                 - Significant experience in urban / regional environmental
      assessments, planning, and regulations.
                 - Extensive experience in developing countries in the
      Asia-Pacific region;
                 - Knowledge of Chinese language or customs a plus;
                 - Excellent written and oral communication skills in English.
                 - Demonstrated success in leading complex international
      development projects;
