The SC Highway Patrol has started a hotline for reporting a vehicle with an unrestrained or improperly restrained child.  The owners of the vehicle will get a letter and educational material from the highway patrol.  They will not be fined but will be educated in keeping their kids safe (and notified that if they were pulled over with their children unrestrained they may be fined).  If you spot an unrestrained or improperly restrained child in a vehicle, write down the license plate number.  Report that number by phone to (888) 787-2283 or online at bucklebuddiessc
