      Proposed Renewals: Pervasive Developmental Disorder (PDD) & Intellectually Disabled and Related Disabilities (ID/RD) Home and Community-Based Waivers

      PUBLIC NOTICE: 

      SOUTH CAROLINA DEPARTMENT OF HEALTH AND HUMAN SERVICES

      The South Carolina Department of Health and Human Services (SCDHHS) gives notice of the following proposed action regarding the five year waiver renewals for Pervasive Developmental Disorder (PDD) and Intellectually Disabled and Related Disabilities (ID/RD) home and community-based waivers. The waiver renewals will be submitted on or before September 30, 2014. The requested effective date of the PDD and ID/RD renewals is January 1, 2015 or upon CMS approval.

      The following items are proposed changes:

      PDD Waiver

      ·         Address the CMS Home and Community Based Services (HCBS) Final Rule requirements;

      ·         Enhance the performance measures as necessary for quality improvement;

      ·         Improve the waiting list procedures;

      ·         Evaluate the reimbursement rates for EIBI services;

      ·         Evaluate and revise the waiver policies to expand provider availability;

      ·         Add Registered Behavioral Technician (RBT) as an additional qualified Early Intensive Behavioral Intervention (EIBI) line therapist;

      ID/RD Waiver

      ·         Revise the Medicaid Intermediate Care Facility (ICF)/Individuals with Intellectual Disabilities (IID) level of care criteria to clarify the developmental period is prior to age 22;

      ·         Address the CMS Home and Community Based Services (HCBS) Final Rule requirements;

      ·         Enhance the performance measures for quality improvement;

      ·         Improve the waiting list procedures;

      ·         Implement a two waiver service minimum related to the addition of the waiver case management service;

      ·         Remove psychological service due to the service's availability through the State Plan;

      ·         Revise respite service provider qualifications to expand provider availability;

      SCDHHS will conduct four regional public meetings to discuss the proposed waiver renewals for public input. See schedule below:
