I would suggest the half circle cut and tack stitches to get the drape the way you want. I believe seams would not drape as prettily and would add undesirable weight. I would like to see your results as I will be making a somewhat similar headress in November.

Subject: early 1500 hood help
I am wanting to make the headress shown in this painting
there is an under cap fitted like a long coif with the pleated
edging. It's the back piece I'm not sure about. I'm trying to decide
if I should make it with a seam down the back like a hood without a
linripe or use a 1/2 circle veil cut. I would appreciate any advice
