I can't speak for Cat, but I occasionally find fabric yardage at thrift stores, and also curtains, sheets and bedspreads that are suitable to use for garb. There are also fabric outlets and discount fabric stores (usually called "mill stores") to be found on the periphery of big cities, though not as many as there used to be. YMMV depending on where you live and whether there is a market for discount fabric. I think if you live someplace where there are a lot of immigrants/ethnic groups that don't wear mainstream clothing you will find a lot of mill stores.
