Others have given good resources for alternative methods to creating this hat, but no one has yet pointed out that you need a hat block in your size to make this hat in felt. Felt hats of this type are created by stretching wet felt hat blanks over carved wooden molds in your exact size, and I think you also have to steam the felt. (the block alone will probably cost more than the hat you link to)

I can't tell if they are used the same way as wooden blocks.
But you can construct a hat like this out of wire and buckram and cover it with silk or velvet or whatever, as the other links probably describe.
If you know how to turn and carve wood, you could make your own hat blocks, but I think they are probably only worth it if you are going to make lots of the same hat.
